Laos' first cardinal focused on evangelization, dialogue   

Pakse, Laos, Jun 29, 2017 / 03:45 pm (CNA/EWTN News).- When selecting new cardinals, Pope Francis has often sought to go to the “peripheries” of the Church, which is particularly notable in his elevation of Cardinal Louis-Marie Ling Mangkhanekhoun of Paksé.

Cardinal Ling's local Church is an apostolic vicariate in Laos, a communist country of southeast Asia where Catholics make up only about one percent of the population. He is the first cardinal to hail from the nation.

The newly-minted cardinal’s resume includes a number of issues of keen interest for Francis, including evangelization, pastoral aid for the faithful where the Church is persecuted, a use of dialogue in diplomatic relations, and a concern for the environment.

Born in Laos in 1944, Cardinal Ling attend a seminary of the Voluntas Dei Institute (associated with the Oblates of Mary Immaculate) in Canada, and was ordained a priest of the Vicariate Apostolic of Vientiane in 1972, three years before the communist takeover of the country.

He was appointed vicar apostolic of Paksé in 2000, and consecrated a bishop the following year. He was elevated to the cardinalate June 28.

Cardinal Ling’s ministry in the majority-Buddhist country has been greatly varied as he has responded to the unique challenges facing the Church and the people there. Catholics number just over a mere 45,000 in the country of 7 million, and are served by only 33 priests.

“We are in the minority as Catholics, but we understand each other always; whether you are a cardinal or not, you are the same, you have to be simple and really with the people,” he told CNA.

Given such a small Catholic population, Cardinal Ling, 73, has long placed importance on catechesis and evangelization. Many married missionaries, as well as the country’s seminarians, go into villages to minister to the Catholic flock there. He is also described as placing an emphasis on integrating Christianity into the local culture in order to promote harmony with the religious majority of the country.

The communist takeover in 1975 posed a great challenge for the Church in Laos, which, anticipating persecution, stopped or scaled back many of its public liturgies and catechetical programs. Foreign missionaries were expelled. However, a surprisingly tolerant government has since allowed for the re-growth of the Church. However, the Church still faces challenges from the powers that be.

“The Church is treated very poorly in Laos – probably the worst in ASEAN (Association of Southeast Asian Nations) save for Brunei,” a “well-place[d] diplomat source” told UCA News in May.

Cardinal Ling is noted for having good relationships with government authorities. Despite challenges, the cardinal holds out hope for the future of his flock. While Laos is one of the few countries lacking full diplomatic relations with the Vatican, progress has been made in the recent past, and the presence of a Laotian in the College of Cardinals will offer a prime opportunity for continued building of these relationships.

Fr. Raphael Tran Xuan Nhan of Vietnam, who has worked in Laos since 2005, described Bishop Ling to UCA News as a “kind, friendly, wise and open-minded man” who is “interested in evangelization work and welcomes all foreign missionaries to his country.” He describes the cardinal's diplomatic approach as “dialogue rather than confrontation.”

The beatification of 17 martyrs from the region, killed by communist forces in the second half of the twentieth century, was yet another sign of warming Church-state relations, as well as providing a sense of renewal for local Catholics.

The new cardinal has also spoken out of concern for the environment, responding to fast-paced deforestation in the region.

“Now we are starting to destroy ourselves,” he said, as reported by UCA News. “It’s not from climate change itself but [it is] coming from human beings and humans doing something very wrong to destroy the earth.”

The elevation of Ling to the College of Cardinals represents a peripheral perspective from a long-time pastor with broad experience in many of the challenges facing the Church today.

          Malaysia International Summer Bible Conference

I flew 20 hours in order to attend the first Asia International Summer Conference June 29-July 1 2017 at Kuala Lumpur Malaysia hosted by Malaysia UBF. I met Dr. John and Deborah Lee from Lincoln Park UBF at Tokyo Narita Airport. Shep. Vincent Lee who met Christ while studying in Univ. of Chicago was greeted us with a big smile and we hugged each other. He drove us to the conference place-the council of churches of Malaysia (CCM).The room was clean and nice. There was no TV or any other media entertainment. After a long journey, I slept around 2 AM like a rock. In the morning, I met Shep. Ison Hong, the director of Malaysia UBF who met Christ through Bob Henkins IIT ministry while studying in USA and later grew in faith with the support of Springfield UBF ministry.

Ison Hong and Vincent Lee returned to their home country of Malaysia and began to serve the gospel ministry for University of Malaysia. I found good mission model in USA mission work-raise up disciples of all foreign students and send them back to their native country to pioneer the campuses of their home country. They will not have language or cultural barriers to serve the gospel work in their home country.

There are five faithful coworkers in Malaysia UBF-Ison Hong, Vincent Lee, Huong Eng, Lee Hung, and Kok Meng. Ison Hong will establish a house church with Nicky Teng from Kaohsiung Taiwan (Dr. Steve and Allison Haga’s ministry) after the conference. God will bless first house church in Malaysia as a sign of blessing.

This conference is a historical event in two points.

First, the native leaders organized this conference with their pioneering spirit and working together. There was no international conference because there is no common language in Asia. But they overcome language barriers and agreed together and prepared the conference using English as the common language. Everything is possible when we believe. It was their act of faith. Philippines, Taiwan, Hong Kong, Malaysia, Brunei, and USA joined this conference. Seventy-five people registered and they have full of spirit and joy.

Second, the words of Isaiah were powerful. The conference theme was “Grace and Peace” from Isaiah chapters 40-55. In spite of the rebellion and disobedience, unfaithfulness of Israel, God did not forget his people and comforted them while they were in exile. God did not forget them though they complained their hopeless situations. They will soar like an eagle when they put hope in God. Dr. Steve Haga delivered the opening message based on Isaiah 40:27-31 with the title “Wait” and Ison Hong delivered the first lecture based on Isaiah 40”1-11 with the title “Comfort.” The messages were powerful enough comforting all attendants with the word of encouragements and hope of God. The second lecture will be delivered by Vincent Lee with the title “Believe”. The third lecture by Bob Henkins with the title “Sing” and the fourth lecture by Jimmon Rubilos with the title “Come.” There will be life testimonies. They arranged pre-conference tours of Kuala Lumpur like city galleries, twin towers, and old palaces.

Kuala Lumpur used to be a muddy tin mine town. Now it was transformed into the most beautiful garden city of the world.  Modern Malaysia is a multicultural and multiracial society of approximately 22 million people were ethnic Malays, Chinese and Indians live together in relative harmony. While Islam is the official religion of Malaysia, freedom of worship is guaranteed and widely practiced. Ethnic Malays are, for the most part, Muslim; Chinese mainly Buddhist or Christian; and Indians follow Hinduism as their main religion. The national language is Bahasa Malaysia (similar to Indonesian); however, as a result of the British colonial period, English is widely spoken and is a compulsory subject in schools. Other main languages found in Malaysia include various Chinese dialects (Cantonese, Hokkien, or Hakka), and Tamil or Hindi amongst the Indian population.

Please pray for the conference to reveal the glory of God and grace and peace in the gospel of Jesus.

          When President Trump pulled the US out of the Trans-Pacific Partnership, many assumed that the mega-regional trade deal was dead. But Koichi Hamada says such assumptions may have been premature

When Donald Trump, in one of his first acts as president, announced that the United States would not participate in the Trans-Pacific Partnership (TPP), many assumed that the mega-regional trade deal was dead. But such assumptions may have been premature.

The TPP was originally envisioned as a rules-based economic area spanning the Pacific and comprising 12 member countries – Australia, Brunei, Canada, Chile, Japan, Malaysia, Mexico, New Zealand, Peru, Singapore, the US, and Vietnam – which collectively account for about 40% of the world economy. The negotiations, which lasted five years, were undertaken with great care and diligence. In Japan’s case, for example, the negotiators, headed by Akira Amari, then the minister of state for economic and fiscal policy, worked day and night to assuage opposition by various sectors of the domestic economy (say, rice growers) and to secure favorable outcomes.

Trump’s announcement in January, which came just as the deal was set to be ratified, certainly shook the endeavor at its core. But many relevant players, eager to prevent the TPP from crumbling, soon began to discuss moving forward without the US.

By May, Japanese Prime Minister Shinzo Abe was declaring that, though he still hoped for America’s return to the TPP, Japan was willing to take the lead in bringing the deal to fruition. Soon after, Japan and New Zealand announced that they would seek an agreement with other signatories by November to move the TPP forward. If they succeed, TPP signatories will benefit substantially – and the US may well find that it has missed a massive opportunity.

In general, there are two distinct approaches to achieving freer trade. First, there is the global model embodied by the World Trade Organization. The chief advantage of this approach is its scale: it ensures that a huge share of the world economy is interconnected, with most of its constitutive economies adhering to a common set of rules and submitting to a dispute-resolution mechanism that enables these rules’ enforcement.

But scale may also be the WTO’s chief weakness, given the difficulty of getting so many countries to agree to a single set of rules. Indeed, the negotiation process is often painstaking and time-consuming – even more so than that leading to the TPP. That is a key reason why WTO negotiations lost momentum during the Doha Round of trade talks, which began in 2001 and petered out without an agreement.

The second approach to achieving freer trade, bilateral agreements, mitigates the challenge of scale. With only two (or a few) countries involved, negotiations are far more straightforward and often take less time. Japan and the European Union, for example, have recently redoubled their efforts, which began in 2009, to reach a bilateral trade deal, and an end may be in sight, despite continued disagreement on a small number of key points.

But this approach, too, has its downsides. Not only does it produce benefits for only a couple of countries; a win-win deal for the participating countries may also hurt non-participating countries. In the case of the Japan-EU deal, one such country may well be the US, given that American companies compete in Japan with European businesses in many of the same sectors.

The TPP, with its 12 (now 11) participants, falls somewhere between these two approaches – and is intended to secure the best of both worlds. The TPP’s mega-regional approach can bring greater economic gains than a bilateral deal, as it spurs trade and investment flows – including by harmonizing regulations and standards – across a larger swath of the global economy. But, unlike the WTO, it is not so large, and does not encompass such diverse parties, that it is overwhelmingly difficult to reach agreement.

The mega-regional approach may have one more advantage, shared with the WTO: the involvement of more parties can dilute the authority of a major country and thus limit its ability to strong-arm its negotiating partners into an unbalanced agreement. Indeed, this may be precisely why Trump, with his penchant for “deal-making” and promises of an “America first” trade policy, rejected the TPP. In his view, bilateral negotiations put the US, as a political and economic hegemon, in a stronger bargaining position.

What Trump fails to recognize is that, while a small country may feel intimidated by the US at the negotiating table, it can still stand up and walk away. More important, even if the US can use its weight to secure more favorable provisions in a bilateral negotiating context, the benefits do not necessarily outweigh those of larger-scale agreements.

That is certainly the case with the TPP, which contained some provisions that were highly beneficial for the US economy. Specifically, the agreement would have given US businesses access to markets that had long been largely closed. The provisions on intellectual property rights, accounting, and conflict resolution were so favorable to Wall Street and US lawyers that they have been criticized for being unfair to the other parties. They were agreed, however, because of the expectation that China would eventually have to adhere to those standards.

In that sense, as Columbia University’s Jagdish Bhagwati said to me, “the TPP was a bit like allowing people to play golf in a club, but only if they also attended a particular church over the weekend.” The deal’s signatories were in it for the golf – that is, the expanded trade and investment flows. But they couldn’t avoid the obligation to accept rules that would benefit the US, in the hope that the liturgy might help to constrain China’s behavior.

The US is unique in this scenario, because it had a strong national interest in both the golf and the church. Now it will get neither. And when the new TPP, excluding the US, begins to flourish, US businesses will be wishing Trump had not canceled their tee time.

          Malaysians' Attitude Could Be Contributing to Termites Infestation   

Termites are commonly found in Malaysia due to our tropical climate that is conducive to their growth. Besides that, could termites also strive due to our actions?

Petaling Jaya, Selangor -- (SBWIRE) -- 05/26/2017 -- Often known by the locals as "white ants" or "anai-anai" in Malaysia for their capability to cause exorbitant damages to your biggest investment. But besides causing structural damages, did you know that termites infestation can also lead to injuries and potentially, death?

In 2012, the New Straits Times reported that a school in Kuala Lumpur had to temporarily suspend its co-curricular lessons in its activity room because the termites infested roof was close to collapsing. Besides that, the canteen also suffered similar condition but students had to continue using it as there was no other place for them to take their meals. This is an extremely dangerous condition for the students as a collapsed roof could mean serious harm or even death.

Additionally, a 7-year-old student from Miri also injured her leg when it got stuck in the infested floorboard at her school. These are just some examples of termite issues that have plagued our country. It is estimated that termite infestations have cost Malaysians RM40 million in property damages every year. Moreover, it is disconcerting that most home insurance plans do not cover the cost to repair the damages caused by termites.

Termites thrive in tropical climates and moist conditions. Therefore, they are very commonly found in Malaysia, especially among the property development in coastal and former plantation areas. Based on a survey done by Rentokil Initial Malaysia, 83% of Malaysians have personally or knew someone who have experienced termite infestation? at home.

What Makes Your Home A Termite Magnet?

As termites are attracted to a very specific condition; warm and moist with supply of cellulose, some of the things that homeowners do could be attracting termites to their home. Having a garden in the house sounds like a joy but some gardening practices can make it look like you have a red carpet rolled out for termites. For example, having cardboard boxes, plants or garden beds up against your house make it easier for termites to get in from the ground. Besides that, dead trees in the garden are also desirable to termites, almost as enticing as your house. Consequently, tree stumps in the garden can serve as a launch pad before continuing their feast on the house.

Treating Termite Infestations Effectively

Termite infestations can also dramatically reduce the value of a property. Most of the time, homeowners do not discover termite infestations until it's too late and this often results in thousands of ringgit being spent on repair costs. Based on a survey done by Rentokil Pest Control, 32% of homeowners spent between RM3,000 and RM5,000 on treating termite infestation alone and it does not include other expenses such as furniture replacements and other repair costs.

Even though there are many precautions that homeowners can take to prevent termite infestations, but the best way to minimise termite infestation is to get your property regularly inspected by an expert. While termite infestations are prevalent in Malaysia, a local survey by Rentokil further revealed that only 29% of the people checked their homes for termite infestations on a regular basis. This is because, many Malaysians are unaware that having periodic termite inspections are imperative, as it provides early detection of termite activity, saving homeowners from serious damages.

          Rentokil Aims to Break the Mosquito Life Cycle Through Collective Efforts to Save Lives   

Petaling Jaya, Selangor -- (SBWIRE) -- 12/27/2016 -- ACTING as Aedes Fighters, dedicated volunteers from Rentokil Initial Malaysia have worked together on a mission to eradicate mosquito breeding grounds, reducing the mosquito population, and to create healthier and safer environments for our communities. This nationwide initiative is part of the organisation's annual corporate social responsibility programme; Community Oriented Health Education Programme (COHEP), which aims to galvanise the communities in Malaysia into taking actions to preserve a clean and hygienic environment in and out of their residency to keep mosquitoes at bay.

Today, volunteers of the organisation in their respective states; Ipoh, Kuantan and Klang Valley have completed their mission with great efforts and achieved the objectives of this programme. The team in Ipoh has contributed to Salvation Army Ipoh Children's Home, the Kuantan volunteers has helped to clean up Rapha Children's Home while the Klang Valley team has certainly created a healthier and safer environment for the old folks here in Pusat Jagaan Warga Emas Mitchell, Petaling Jaya, as well as the neighbourhood. The general agenda of the programme includes an opening speech, a cleaning session, and also complimentary pest control services such as general pest spraying, bed bug and termite inspection for the home, and water-based fogging around the neighbouring areas.

The united efforts of all volunteers have resulted in cleaner and safer environments which include the successful removal of stagnant waters to avert the development of mosquito larvae, trimmed trees and plants in the garden to avoid attracting mosquitoes, and cleaned up indoor spaces.           Rentokil Malaysia Battling Rising Dengue and Zika Cases with Integrated Mosquito Management Programme   

Besides high number of dengue cases in Malaysia, Zika infections have also started to emerge locally. Learn what could be the main contributory factors and what can be done to curb this.

Petaling Jaya, Selangor -- (SBWIRE) -- 10/05/2016 -- In recent decades, global dengue and Zika outbreaks have grown exponentially. World Health Organisation (WHO) has estimated that about 50% of the world's population are at risk for dengue and as many as four million people could be infected by Zika towards year end. As of August 2016, up to 67,437 dengue cases were reported in Malaysia with 153 deaths. The concerns on mosquito-borne diseases in the nation are now further exacerbated with the presence of Zika virus resulting in a total of 6 confirmed Zika cases so far.

According to Dr. Rose Nani Mudin, the Head of Vector Borne Disease Sector at the Ministry of Health Malaysia, climate change with alternating rainy and scorching weather is one of the main causes in the high density of mosquitoes. Furthermore, the hot and dry weather in Malaysia also made it easier for Aedes to breed compared to countries with a temperate climate. She further added that littering and inappropriate solid waste disposal have also resulted in high mosquito breeding index.

Dr Ashok Zachariah Philip, President of the Malaysian Medical Association, revealed that many Malaysians only dengue-proof their houses, but not the entire neighbourhood and this is insufficient to fight the outbreak. The community should in fact work towards a more sustainable protection by ensuring cleanliness and hygiene not only in their houses but around the neighbourhood.

Dr Philip also emphasised that mosquito-borne diseases like dengue and Zika virus infection can lead to devastating effects on infected individuals and their families. Therefore, he urges communities to clean up their neighbourhood and request for local councils to inspect potential breeding grounds, especially when there are construction sites nearby.

How Mosquito Borne Disease like Dengue is Inflicting Pain in Life

Often mistaken for the flu or normal fever, some people contracted dengue without realising it until the symptoms have worsened. Take Ruby as an example, a college student who suffered from symptoms of joint pains and migraines, and dismissed them as stress-related. She only visited the doctor when the pain became unbearable and was tested positive for the virus. Ruby then went through a spell of depression, worrying about her well-being and exams. Since her ordeal, she also shares her arduous experience with family and friends hoping that they will take preventive measures to protect themselves.

Besides causing a lot of pain and discomfort to the victims, dengue also greatly impacts the family members who care for the patient. Clementine from Petaling Jaya was terribly distressed when her mother contracted the virus and her work productivity was tremendously affected as a result of the many days off that she had to take to nurse her ailing mother. Once her mother recovered, Clementine has started to look into solutions for her home to be completely protected from mosquitoes.

Although dengue fever could ultimately result in death, the patient could be cured if given appropriate treatment at the right time. But is it different from Zika which will eventually lead to severe disabilities, especially to children (Microcephaly). A new research at The Rockefeller University and La Jolla Institute for Allergy and Immunology suggests that certain adult brain cells may be vulnerable to infection as well. If the breeding of Aedes mosquitoes continues to remain uncontrolled, many of us in Malaysia would be at risk of contracting the virus.

Making the shift

Unfortunately, despite the alarming dengue cases, most Malaysians still maintain a reactive approach towards this epidemic. They only respond and take preventive measures when someone they know has contracted the virus. Many underestimate the perilous and interrelated burden of such mosquito-borne diseases and therefore, take little effort in controlling the vector. This reactive approach is indeed the biggest challenge in achieving a successful and sustainable effort of mosquito control. - Assist guests to seek medical assistance for bites if necessary and relocate guests adjacent, side, above and below of the room infested.

          Laos’ first cardinal focused on evangelization, dialogue   

Pakse, Laos, Jun 29, 2017 / 03:45 pm (CNA/EWTN News).- When selecting new cardinals, Pope Francis has often sought to go to the “peripheries” of the Church, which is particularly notable in his elevation of Cardinal Louis-Marie Ling Mangkhanekhoun of Paksé.

Cardinal Ling's local Church is an apostolic vicariate in Laos, a communist country of southeast Asia where Catholics make up only about one percent of the population. He is the first cardinal to hail from the nation.

The newly-minted cardinal’s resume includes a number of issues of keen interest for Francis, including evangelization, pastoral aid for the faithful where the Church is persecuted, a use of dialogue in diplomatic relations, and a concern for the environment.

Born in Laos in 1944, Cardinal Ling attend a seminary of the Voluntas Dei Institute (associated with the Oblates of Mary Immaculate) in Canada, and was ordained a priest of the Vicariate Apostolic of Vientiane in 1972, three years before the communist takeover of the country.

He was appointed vicar apostolic of Paksé in 2000, and consecrated a bishop the following year. He was elevated to the cardinalate June 28.

Cardinal Ling’s ministry in the majority-Buddhist country has been greatly varied as he has responded to the unique challenges facing the Church and the people there. Catholics number just over a mere 45,000 in the country of 7 million, and are served by only 33 priests.

“We are in the minority as Catholics, but we understand each other always; whether you are a cardinal or not, you are the same, you have to be simple and really with the people,” he told CNA.

Given such a small Catholic population, Cardinal Ling, 73, has long placed importance on catechesis and evangelization. Many married missionaries, as well as the country’s seminarians, go into villages to minister to the Catholic flock there. He is also described as placing an emphasis on integrating Christianity into the local culture in order to promote harmony with the religious majority of the country.

The communist takeover in 1975 posed a great challenge for the Church in Laos, which, anticipating persecution, stopped or scaled back many of its public liturgies and catechetical programs. Foreign missionaries were expelled. However, a surprisingly tolerant government has since allowed for the re-growth of the Church. However, the Church still faces challenges from the powers that be.

“The Church is treated very poorly in Laos – probably the worst in ASEAN (Association of Southeast Asian Nations) save for Brunei,” a “well-place[d] diplomat source” told UCA News in May.

Cardinal Ling is noted for having good relationships with government authorities. Despite challenges, the cardinal holds out hope for the future of his flock. While Laos is one of the few countries lacking full diplomatic relations with the Vatican, progress has been made in the recent past, and the presence of a Laotian in the College of Cardinals will offer a prime opportunity for continued building of these relationships.

Fr. Raphael Tran Xuan Nhan of Vietnam, who has worked in Laos since 2005, described Bishop Ling to UCA News as a “kind, friendly, wise and open-minded man” who is “interested in evangelization work and welcomes all foreign missionaries to his country.” He describes the cardinal's diplomatic approach as “dialogue rather than confrontation.”

The beatification of 17 martyrs from the region, killed by communist forces in the second half of the twentieth century, was yet another sign of warming Church-state relations, as well as providing a sense of renewal for local Catholics.

The new cardinal has also spoken out of concern for the environment, responding to fast-paced deforestation in the region.

“Now we are starting to destroy ourselves,” he said, as reported by UCA News. “It’s not from climate change itself but [it is] coming from human beings and humans doing something very wrong to destroy the earth.”

The elevation of Ling to the College of Cardinals represents a peripheral perspective from a long-time pastor with broad experience in many of the challenges facing the Church today.

In general, legal systems can be split between civil law and common law systems. The term "civil law" referring to a legal system should not be confused with "civil law" as a group of legal subjects distinct from criminal or public law. A third type of legal system— accepted by some countries without separation of church and state—is religious law, based on scriptures. The specific system that a country is ruled by is often determined by its history, connections with other countries, or its adherence to international standards. The sources that jurisdictions adopt as authoritatively binding are the defining features of any legal system. Yet classification is a matter of form rather than substance, since similar rules often prevail.

Civil law
Civil law is the legal system used in most countries around the world today. In civil law the sources recognised as authoritative are, primarily, legislation—especially codifications in constitutions or statutes passed by government—and custom. Codifications date back millennia, with one early example being the Babylonian Codex Hammurabi. Modern civil law systems essentially derive from the legal practice of the Roman Empire whose texts were rediscovered in medieval Europe. Roman law in the days of the Roman Republic and Empire was heavily procedural, and lacked a professional legal class. Instead a lay person, iudex, was chosen to adjudicate. Precedents were not reported, so any case law that developed was disguised and almost unrecognised. Each case was to be decided afresh from the laws of the state, which mirrors the (theoretical) unimportance of judges' decisions for future cases in civil law systems today. During the 6th century AD in the Eastern Roman Empire, the Emperor Justinian I codified and consolidated the laws that had existed in Rome, so that what remained was one-twentieth of the mass of legal texts from before. This became known as the Corpus Juris Civilis. As one legal historian wrote, "Justinian consciously looked back to the golden age of Roman law and aimed to restore it to the peak it had reached three centuries before." Western Europe, meanwhile, slowly slipped into the Dark Ages, and it was not until the 11th century that scholars in the University of Bologna rediscovered the texts and used them to interpret their own laws. Civil law codifications based closely on Roman law, alongside some influences from religious laws such as Canon law continued to spread throughout Europe until the Enlightenment; then, in the 19th century, both France, with the Code Civil, and Germany, with the Bürgerliches Gesetzbuch, modernised their legal codes. Both these codes influenced heavily not only the law systems of the countries in continental Europe (e.g. Greece), but also the Japanese and Korean legal traditions. Today, countries that have civil law systems range from Russia and China to most of Central and Latin America. The United States follows the common law system described below.

Common law and equity
Common law and equity are legal systems where decisions by courts are explicitly acknowledged to be legal sources. The "doctrine of precedent", or stare decisis (Latin for "to stand by decisions") means that decisions by higher courts bind lower courts. Common law systems also rely on statutes, passed by the legislature, but may make less of a systematic attempt to codify their laws than in a "civil law" system. Common law originated from England and has been inherited by almost every country once tied to the British Empire (except Malta, Scotland, the U.S. state of Louisiana, and the Canadian province of Quebec). In medieval England, the Norman conquest led to a unification of various tribal customs and hence a law "common" to the whole country. The common law developed when the English monarchy had been weakened by the enormous cost of fighting for control over large parts of France. King John had been forced by his barons to sign a document limiting his authority to pass laws. This "great charter" or Magna Carta of 1215 also required that the King's entourage of judges hold their courts and judgments at "a certain place" rather than dispensing autocratic justice in unpredictable places about the country. A concentrated and elite group of judges acquired a dominant role in law-making under this system, and compared to its European counterparts the English judiciary became highly centralised. In 1297, for instance, while the highest court in France had fifty-one judges, the English Court of Common Pleas had five. This powerful and tight-knit judiciary gave rise to a rigid and inflexible system of common law. As a result, as time went on, increasing numbers of citizens petitioned the King to override the common law, and on the King's behalf the Lord Chancellor gave judgment to do what was equitable in a case. From the time of Sir Thomas More, the first lawyer to be appointed as Lord Chancellor, a systematic body of equity grew up alongside the rigid common law, and developed its own Court of Chancery. At first, equity was often criticised as erratic, that it varied according to the length of the Chancellor's foot. But over time it developed solid principles, especially under Lord Eldon. In the 19th century the two systems were fused into one another. In developing the common law and equity, academic authors have always played an important part. William Blackstone, from around 1760, was the first scholar to describe and teach it. But merely in describing, scholars who sought explanations and underlying structures slowly changed the way the law actually worked.

Religious law
Religious law is explicitly based on religious precepts. Examples include the Jewish Halakha and Islamic Sharia—both of which translate as the "path to follow"—while Christian canon law also survives in some church communities. Often the implication of religion for law is unalterability, because the word of God cannot be amended or legislated against by judges or governments. However a thorough and detailed legal system generally requires human elaboration. For instance, the Quran has some law, and it acts as a source of further law through interpretation, Qiyas (reasoning by analogy), Ijma (consensus) and precedent. This is mainly contained in a body of law and jurisprudence known as Sharia and Fiqh respectively. Another example is the Torah or Old Testament, in the Pentateuch or Five Books of Moses. This contains the basic code of Jewish law, which some Israeli communities choose to use. The Halakha is a code of Jewish law which summarises some of the Talmud's interpretations. Nevertheless, Israeli law allows litigants to use religious laws only if they choose. Canon law is only in use by members of the clergy in the Roman Catholic Church, the Eastern Orthodox Church and the Anglican Communion.

Until the 18th century, Sharia law was practiced throughout the Muslim world in a non-codified form, with the Ottoman Empire's Mecelle code in the 19th century being first attempt at codifying elements of Sharia law. Since the mid-1940s, efforts have been made, in country after country, to bring Sharia law more into line with modern conditions and conceptions. In modern times, the legal systems of many Muslim countries draw upon both civil and common law traditions as well as Islamic law and custom. The constitutions of certain Muslim states, such as Egypt and Afghanistan, recognise Islam as the religion of the state, obliging legislature to adhere to Sharia. Saudi Arabia recognises Quran as its constitution, and is governed on the basis of Islamic law. Iran has also witnessed a reiteration of Islamic law into its legal system after 1979. During the last few decades, one of the fundamental features of the movement of Islamic resurgence has been the call to restore the Sharia, which has generated a vast amount of literature and affected world politics.

Legal theory
The history of law is closely connected to the development of civilization. Ancient Egyptian law, dating as far back as 3000 BC, contained a civil code that was probably broken into twelve books. It was based on the concept of Ma'at, characterised by tradition, rhetorical speech, social equality and impartiality. By the 22nd century BC, the ancient Sumerian ruler Ur-Nammu had formulated the first law code, which consisted of casuistic statements ("if ... then ..."). Around 1760 BC, King Hammurabi further developed Babylonian law, by codifying and inscribing it in stone. Hammurabi placed several copies of his law code throughout the kingdom of Babylon as stelae, for the entire public to see; this became known as the Codex Hammurabi. The most intact copy of these stelae was discovered in the 19th century by British Assyriologists, and has since been fully transliterated and translated into various languages, including English, German, and French.
The Old Testament dates back to 1280 BC, and takes the form of moral imperatives as recommendations for a good society. The small Greek city-state, Ancient Athens, and from about 8th century BC was the first society to be based on broad inclusion of its citizenry; excluding women and the slave class. However, Athens had no legal science, and no word for "law" as an abstract concept. Yet Ancient Greek law contained major constitutional innovations in the development of democracy.
Roman law was heavily influenced by Greek philosophy, but its detailed rules were developed by professional jurists, and were highly sophisticated. Over the centuries between the rise and decline of the Roman Empire, law was adapted to cope with the changing social situations, and underwent major codification during Justinian I. Although it declined in significance during the Dark Ages, Roman law was rediscovered around the 11th century when mediæval legal scholars began to research Roman codes and adapt their concepts. In mediæval England, the King's judges developed a body of precedent, which later became the common law. A Europe-wide Lex Mercatoria was formed so that merchants could trade with common standards of practice; rather than with the many splintered facets of local laws. The Lex Mercatoria, a precursor to modern commercial law, emphasised the freedom of contract and alienability of property.[89] As nationalism grew in the 18th and 19th centuries, Lex Mercatoria was incorporated into countries' local law under new civil codes. The French Napoleonic Code and the German became the most influential. In contrast to English common law, which consists of enormous tomes of case law, codes in small books are easy to export and easy for judges to apply. However, today there are signs that civil and common law are converging. EU law is codified in treaties, but develops through the precedent laid down by the European Court of Justice.
Ancient India and China represent distinct traditions of law, and have historically had independent schools of legal theory and practice. The Arthashastra, probably compiled around 100 AD (although it contains older material), and the Manusmriti (c. 100–300 AD) were foundational treatises in India, and comprise texts considered authoritative legal guidance. Manu's central philosophy was tolerance and Pluralism, and was cited across Southeast Asia. This Hindu tradition, along with Islamic law, was supplanted by the common law when India became part of the British Empire. Malaysia, Brunei, Singapore and Hong Kong also adopted the common law. The eastern Asia legal tradition reflects a unique blend of secular and religious influences. Japan was the first country to begin modernising its legal system along western lines, by importing bits of the French, but mostly the German Civil Code. This partly reflected Germany's status as a rising power in the late 19th century. Similarly, traditional Chinese law gave way to westernisation towards the final years of the Ch'ing dynasty in the form of six private law codes based mainly on the Japanese model of German law. Today Taiwanese law retains the closest affinity to the codifications from that period, because of the split between Chiang Kai-shek's nationalists, who fled there, and Mao Zedong's communists who won control of the mainland in 1949. The current legal infrastructure in the People's Republic of China was heavily influenced by Soviet Socialist law, which essentially inflates administrative law at the expense of private law rights. Due to rapid industrialisation, today China undergoing a process of reform, at least in terms of economic, if not social and political, rights. A new contract code in 1999 represented a move away from administrative domination. Furthermore, after negotiations lasting fifteen years, in 2001 China joined the World Trade Organisation.

Philosophy of law
The philosophy of law is commonly known as jurisprudence. Normative jurisprudence is essentially political philosophy, and asks "what should law be?", while analytic jurisprudence asks "what is law?". John Austin's utilitarian answer was that law is "commands, backed by threat of sanctions, from a sovereign, to whom people have a habit of obedience". Natural lawyers on the other side, such as Jean-Jacques Rousseau, argue that law reflects essentially moral and unchangeable laws of nature. The concept of "natural law" emerged in ancient Greek philosophy concurrently and in entanglement with the notion of justice, and re-entered the mainstream of Western culture through the writings of Thomas Aquinas.

Hugo Grotius, the founder of a purely rationalistic system of natural law, argued that law arises from both a social impulse—as Aristotle had indicated—and reason. Immanuel Kant believed a moral imperative requires laws "be chosen as though they should hold as universal laws of nature". Jeremy Bentham and his student Austin, following David Hume, believed that this conflated the "is" and what "ought to be" problem. Bentham and Austin argued for law's positivism; that real law is entirely separate from "morality".Kant was also criticised by Friedrich Nietzsche, who rejected the principle of equality, and believed that law emanates from the will to power, and cannot be labelled as "moral" or "immoral".

In 1934, the Austrian philosopher Hans Kelsen continued the positivist tradition in his book the Pure Theory of Law. Kelsen believed that although law is separate from morality, it is endowed with "normativity"; meaning we ought to obey it. While laws are positive "is" statements (e.g. the fine for reversing on a highway is €500); law tells us what we "should" do. Thus, each legal system can be hypothesised to have a basic norm (Grundnorm) instructing us to obey. Kelsen's major opponent, Carl Schmitt, rejected both positivism and the idea of the rule of law because he did not accept the primacy of abstract normative principles over concrete political positions and decisions. Therefore, Schmitt advocated a jurisprudence of the exception (state of emergency), which denied that legal norms could encompass of all political experience.

Later in the 20th century, H. L. A. Hart attacked Austin for his simplifications and Kelsen for his fictions in The Concept of Law. Hart argued law is a system of rules, divided into primary (rules of conduct) and secondary ones (rules addressed to officials to administer primary rules). Secondary rules are further divided into rules of adjudication (to resolve legal disputes), rules of change (allowing laws to be varied) and the rule of recognition (allowing laws to be identified as valid). Two of Hart's students continued the debate: In his book Law's Empire, Ronald Dworkin attacked Hart and the positivists for their refusal to treat law as a moral issue. Dworkin argues that law is an "interpretive concept", that requires judges to find the best fitting and most just solution to a legal dispute, given their constitutional traditions. Joseph Raz, on the other hand, defended the positivist outlook and criticised Hart's "soft social thesis" approach in The Authority of Law. Raz argues that law is authority, identifiable purely through social sources and without reference to moral reasoning. In his view, any categorisation of rules beyond their role as authoritative instruments in mediation are best left to sociology, rather than jurisprudence.

“Saya menerima kehilangan anak saya dengan reda.

“Saya rasa tiada ibu dalam dunia ini yang sanggup melihat anaknya pergi dulu,” katanya dalam nada sebak kepada Kakigosip.

Bersyukur diberikan kesempatan menjaga Rizkie, selebriti berusia 32 tahun ini menyifatkannya sebagai satu anugerah terindah daripada ALLAH SWT.

“Saya anggap diri saya bertuah walaupun ALLAH SWT hanya pinjamkannya selama 23 hari.
“Apabila menyebut tentang anak, ia tetap anak di dunia dan akhirat. Tak kiralah ibu kandung atau ibu angkat.

“Sekarang, saya hanya mahu dia bahagia di syurga dan menunggu saya,” katanya.

Rizkie meninggal dunia disebabkan beberapa komplikasi termasuk buah pinggang rosak, pendarahan otak dan paru-paru dipenuhi susu.Penyanyi Seandainya ini juga mengakui perlu kuat dan tabah demi anak angkat pertamanya, Rahmat Azharin Aziz yang kini berusia tiga tahun.

“Dia sangat manja sejak kehilangan adiknya. Kadang-kadang, dia selalu bertanya adiknya pergi mana dan bila mahu pulang.
“Saya cuba bercakap dengan sebaik-baiknya kerana tahu dia masih belum faham dengan situasi sebenar,” katanya.Pada masa sama, Azharina mendedahkan ramai pihak menawarkannya untuk mengambil anak angkat yang lain.

“Ada beberapa individu yang mahu memberi anak mereka kepada saya selepas Rizkie meninggal dunia.

“Mungkin ini juga rezeki saya, tapi saya masih belum bersedia lagi.

“Insya-ALLAH, jika ada rezeki, saya akan kongsikannya,” katanya.

Raya di Kuala Lumpur

Bercerita lanjut mengenai sambutan lebaran, Azharina bersyukur apabila kerja-kerja pengubahsuaian rumahnya di Puchong, selesai.

Bahkan, penyanyi Mimpi Bahagia ini akan memasang panjut atau pelita hiasan bagi mewujudkan rasa meriah ketika menyambut Aidilfitri.

“Sebenarnya, pasang color lights ini boleh dikatakan sebagai satu tradisi turun-temurun di rumah saya.

“Biasanya, ia akan berlarutan sehingga sambutan Hari Raya Aidiladha nanti,” katanya sambil tersenyum.

Tambahan pula, penyanyi lagu Sekian Terima Kasih ini tidak pulang ke kampung halamannya di Kota Kinabalu, Sabah.

“Saya lebih senang beraya di rumah sendiri saja. Lagipun, kampung pun dah bertukar jadi bandar.
“Saya juga tak keseorangan kerana ada anak bahkan ramai sanak-saudara di sini. Ayah dan emak tiri saya pun turun ke Kuala Lumpur juga,” katanya.

Lebih istimewa, juara Gegar Vaganza ini turut menjadi ‘orang dapur’ demi menyediakan juadah istimewa iaitu Soto Jabru (Jawa Brunei), resipi turun-temurun daripada keluarga ibunya.
“Walaupun cara penyediaannya sedikit rumit, saya tetap memasaknya sendiri bahkan tak pernah menggunakan khidmat katering untuk menjamu orang ramai.

“Kalau arwah nenek saya ada lagi, pasti dia akan menyediakan wajik yang juga makanan kegemaran saya.
“Selain masakan, setiap tahun juga saya wajib membuat biskut raya. Macam tahun lalu, saya membuat 12 jenis biskut sambil dibantu pembantu rumah,” katanya yang menggemari biskut makmur
Dalam perkembangan lain, Azharina dalam perancangan melancarkan single solo dan duetnya bersama-sama penyanyi Indonesia Rizal Badila iaitu Seribu Cintaku, tidak lama lagi.

Will be flying off to UK next week for good ol' quality family time so til then and in between I guess it'll be a while 'til I can paint again.

Busy, busy day today. The turn-out at the South City Plaza Graffiti Competition was pretty awesome. There were a lot of new kids, as well as the more well-known guys such as Katun, Budean, Sopey, Keas, Wazer, Mile09, Medea, Anokayer, A80S, Critic06 and a whole lot more. Slac, AIZ and Shak from Singapore came down to participate too so it was great seeing all these writers under one roof. :)

I also got to meet Dave07 from Czech Republic, who used to write "back in his day" but is now more focused on doing research on graffiti scenes all over the world. He is currently working on a research paper on the Malaysian scene but he's also thinking of expanding his research to the Bruneian scene 'cause he says he's a fan of Cyde02's work.

*ahem* Dangar tu, Cyde? :P

This research paper might be published in the near future and he said he might use the graff-related pictures I've been taking all this while. With credits, ofcourse! :D

I missed Estranged and Deja Voodoospells but the rest of the acts - such as Singapore's Zul Mystroe, Richard J & Sleeq, Indonesia's DJ Cream and Malaysia's own DJ T-Bone, MC Syze & Joe Flizzow. Unfortunately, I didn't take pictures 'cause I pretty much just dropped my bag with the PHBKLIK boys and ran towards the front row. :P

          China builds new military facilities on reef in disputed South China Sea: Group

A US think tank says satellite images show China has recently built new military facilities on artificial islands in the disputed South China Sea.
The Asia Maritime Transparency Initiative (AMTI) said on Thursday that new images showed missile shelters and radar and communications facilities had been built on Yongshu Reef (known in the West as Fiery Cross), and two other reefs — Meiji (known as Mischief in the West) and Subi — in the Spratly Islands.
The think tank claimed that over the past three months, China had built four new missile shelters on Yongshu Reef to go with the eight already there.
The think tank said a very large antennae array was also being installed on Meiji Reef, a move that would presumably boost China’s ability to monitor surrounding areas.

A large dome was also installed on Yongshu and another was under construction, indicating a sizeable communications or radar system, the report said.
The AMTI said China was building two more domes on Meiji Reef. It said a smaller dome that had been installed near the missile shelters on Meiji indicated that “it could be connected to radars for any missile systems that might be housed there.”
“Beijing can now deploy military assets, including combat aircraft and mobile missile launchers, to the Spratly Islands at any time,” the think tank said.
The South China Sea is the subject of a territorial dispute between China, Vietnam, Taiwan, the Philippines, Malaysia, and Brunei.
China claims most of the strategic waterway and has been building artificial islands and installing military equipment on them, including on some reefs in the Spratly chain, which are also claimed by the Philippines.
The US has for long accused Beijing of undertaking what it calls a land reclamation program in the South China Sea for military purposes. It also routinely interferes in territorial disputes between China and the other claimants.
Washington also sends warships and aircraft to the area to challenge China’s sovereignty claims.

Meanwhile, Chinese President Xi Jinping paid a visit to Hong Kong on Friday on the 20th anniversary of the city’s return to China.
Xi inspected the largest display of Chinese troops based in Hong Kong as he rode on an open-top jeep.

He inspected some 3,100 soldiers arranged in 20 formations, with armored personnel carriers, combat vehicles, helicopters, and other pieces of military hardware displayed behind them.
Xi called out “Salute all the comrades” and “Salute to your dedication” as he inspected the troops.
Hong Kong is governed under a “one country, two systems” rule since Britain handed the territory back to China in 1997. Under the law, it was granted the freedom to run most of its affairs, but Beijing is in charge of the city’s defense and foreign affairs.
Anti-China activists and politicians accuse Beijing of interfering in the city’s affairs and demand “full democracy.” China has, however, ruled out the idea of independence for Hong Kong, saying it “would lead nowhere.”

ini pengalaman pribadi aku. begitu aku jadi kpoper aku sering gabung forum internasional buat update info ato sekedar cari temen sesama shawol *kebetulan aku shawol* dan jadilah banyak kenalan dari macem" negara. ada filipina, australia, malaysia, eropa, amerika, brunei, thailand. tapi entah kenapa gak pernah dapet temen korea -_-
secara gak langsung dengan banyak nya temen dari luar negeri dan banyaknya info yg masuk dari fanbase internasional, bahasa inggris kita pun semakin berkembang. aku dulu cuma pinter bhs inggris kalo ujian. kalo ngobrol di dunia nyata parah banget. sekarang lumayan lah bisa ngobrol" ama kenalan dari luar negeri.
sedangkan untuk komunitas di indonesia sendiri, temen tambah banyak dan entah kenapa meski gak pernah ketemu pasti ada temen" yg udah berasa kayak adik/kakak sendiri ^^

kenapa belajar hidup? kamu bisa nemu berbagai masalah di dunia kpoper. mulai dari gak punya duir buat beli album ato merch, hubungan antar kpoper yg erat, ngadepin bash dari sesama kpoper maupun non kpoper.
mungkin banyak yg bilang ini alay. tapi beneran lho. kebanyakan kpopers, semanja apa pun dia, kalo udah berhubungan ama biaya fangirling mereka bakal belajar buat ngumpulin duit sendiri gak minta ortu. kenapa? pasti sungkan. karena gak semua orang tua mendukung.
ngadepin bashing. ini bener" menguji kedewasaan kpoper. ntar aku jelasin tersendiri aja.
kalo udah punya temen deket fangirl uda berasa kayak temen lama. dia sedih ikutan sedih. dia galau ikut nasehatin. dia seneng ikut seneng.
cercaan dari yg gak ngerti dunia kamu pun bakal semakin banyak. dan itu jangan diladeni. mereka punya pendapat. cukup dengarkan dan tetap ikuti kata hatimu. jangan balas nghina juga ya.
yang jelas fangirling harus tahan baca tulisan gak enak, denger cercaan gak enak, menahan untuk berbicara gak enak.

 ini nih. orang yg dulunya gak pernah kepikiran buat dance ato nyanyi jadi tergugah(?). di adakannya event" kpop bikin mereka pgn eksis juga. didukung dengan banyaknya temen mereka mulai belajar. meski gak sempurna tapi kan bagus juga.

kalo ditanya sapa cowoknya pasti dijawab bias. cinta nya sama bias tuh uda melebihi cinta ke gebetan bahkan pacar *serius lho*
semua hal dihubung"kan sama bias. itu udah wajar? mimpi? maksa? lebai? it's just have fun .

ini yg aku paling gak suka nomer satu. BASH. bashing itu gak jauh"lah dari mengolok-olok atau menjelek-jelekan sesuatu. *bingung juga sih jelasinnya*
semua orang punya pendapat sendiri". ada yg suka dan ada yg gak. meski tiap orang punya kebebasan berpendapat ada baiknya lebih respect dan lebih dewasa juga dalam menghadapi sesuatu.
moto yg kupegang sampe sekarang adalah "support the one you love, instead of bash the one you hate"
di logikan kayak gimana pun daripada ngebash sesuatu yg gak kita suka, daripada bikin orang lain tersinggung, lebih baik dukung yg kita suka tanpa mengungkit yg lain seperti mbanding"in.
mbanding"in sesuatu itu biasanya berujung ke bashing. berpendapat atau mengkritik boleh tapi kalo subyektif ya tunjukkan itu bener" hanya pendapat kamu. jangan sampai men-judge sesuatu begitu aja. apalagi cari-cari kesalahan. dan ingat kata"nya harus bener" dijaga biar gak menimbulkan salah paham.

selain ada fans, pasti juga ada antis. dan please JANGAN JADI ANTIS. gak suka ya gak suka aja. gak usah njelekin sana sini dan cari" kesalahan kan *sorry jadi curcol*
kalo memang gak suka ato gak cocok mending dijauhi. tapi bukan berarti njelek"in di depan orang lain biar orang lain ngejauhin juga. kamu bebas berpendapat dan bebas untuk tidak menyukai sesuatu. orang lain pun bebas untuk memilih mengikuti jalanmu ato mengambil jalan lain. be wise.

ini juga yang aku bener-bener gak seneng.
fanwar itu semacam perang antar fans ato fandom. biasanya bermula dari kritik/pendapat yg menjurus ke negatif. trus ada yang gak terima. terus mulai saling ngebash. dan akhirnya jadilah fanwar. awalnya simple kan. point 6 dan 7 emang bener" harus berhati - hati biar gak menimbulkan fanwar.
kalo uda fanwar gak hanya pelaku bashing yg salah, yg jadi korban juga salah. kenapa? karena dia ngeladeni *apa ya bahasa nya* coba kalo dicuekin pasti gak bakal fanwar. cukup bilang "FOR YOU YOUR BIAS IS THE BEST, FOR ME MY BIAS STILL THE BEST. AND BOTH OF THEM ARE GOOD" udah selese. yang masih gak terima dengan kata" itu berarti childish banget. dan itu sangat amat tidak perlu untuk dilayani.


hemm.. kayaknya itu aja.. maybe next time kalo ada tambahan - tambahan bakal aku post lagi.
sebenernya aku pgn bikin postingan ini gara" aku keseringan fangirling di twitter. dari nemuin sesama fans yg saling mendukung sampe nemu orang" yg mindset nya udah ngebash *uhh itu bikin emosi sumpah*
kalo udah kayak gitu didiemin aja deh.

Saya mengutuk keras kenyataan perwakilan di persidangan Parti Gerakan Rakyat Malaysia (PGRM) yang dibuat didalam Persidangan PGRM semalam 19.10.2014  yang mendakwa konon orang Melayu juga adalah kaum pendatang di Malaya ini sama seperti kaum Cina dan India.

Dakwaan seperti ini lahir mungkin kerana kebodohan mereka mengenai sejarah nusantara Melayu dan Malaya ataupun kejahilan mereka dalam geo-politik dan geo-budaya Melayu di nusantara.

Mendakwa konon bangsa Melayu datang daripada Indonesia dan kemudian berhijrah ke Malaya sebagai pendatang ternyata membuktikan kejahilan mereka.

Bangsa Melayu sudah menduduki dan mendiami arkipelago nusantara Melayu yang merangkumi antaranya Indonesia, Selatan Filipina, Selatan Thailand, Brunei, sebahagian Kampuchea termasuk Malaya dan Kalimantan sejak sekian lama.

Memandangkan keseluruhan arkipelago ini adalah nusantara Melayu, maka bangsa Melayu bebas bergerak dalam wilayah ini tanpa keperluan kepada paspot atau apa juga sekatan politik atau geografi.

Namun kuasa penjajah barat British dan Belanda telah memecah-belahkan geo-politik dan geo-grafi nusantara Melayu pada tahun 1824.

Pada tahun 1822, British dan Belanda telah mengadakan kerjasama ketenteraan untuk menentang pemerintah Perancis Napoleon Bonaparte. Setelah kejayaan kerjasama itu, pada tahun 1824 British dan Belanda mengadakan persefahaman membahagi-bahagikan wilayah jajahan mereka menurut sempadan imaginari mereka sehingga akhirnya menyebabkan wilayah arkipelago nusantara Melayu berpecah-belah; antaranya kawasan barat Selat Melaka dibawah Belanda dan timur Selat Melaka kepada British.

Bermula daripada tahun 1824, bangsa Melayu yang sebelum itu bergerak bebas didalam wilayah arkipelago nusantara Melayu terpaksa menggunakan paspot untuk memasuki wilayah yang dipisah-pisahkan ini.

Oleh itu, pergerakan bangsa Melayu didalam wilayah arkipelago nusantara Melayu sebelum tahun 1824 ini tidak boleh disamakan dengan perpindahan kaum Cina dan India ke sini. Mendakwa pergerakan itu sebagai "pendatang" samalah seperti mendakwa mereka yang datang daripada wilayah Canton ke Shanghai sebagai pendatang!

Pergerakan bangsa Melayu didalam wilayah arkipelago nusantara Melayu sebelum tahun 1824 adalah pergerakan biasa bagi mana-mana bangsa didunia ini yang mendiami wilayah sendiri.

Sebaliknya sejarah mencatatkan nenek moyang kaum Cina datangnya daripada benua Cina; manakala nenek moyang kaum India datang daripada benua India. Itulah hakikat sejarah yang kita tidak boleh nafikan!

Kedua-dua benua ini tidak termasuk dalam arkipelago nusantara Melayu - sebab itu nenek moyang mereka yang datang ke wilayah nusantara Melayu dipanggil pendatang, atau imigran, sebab mereka melakukan perpindahan benua. Mereka juga tiada pertalian dengan bangsa Melayu samada dari segi agama, bahasa mahupun geo-politik dan geo-budaya!

Oleh itu mendakwa pergerakan bangsa Melayu didalam nusantara Melayu sama seperti perpindahan kaum Cina daripada benua Cina dan perpindahan kaum India daripada India ke nusantara Melayu adalah satu putar-belit fakta dan sejarah.

Apa pun, pada saya isu seperti ini tidak sepatutnya dimainkan apatah lagi oleh parti komponen BN yang sepatutnya lebih memahami sensitiviti isu seperti ini. Adakah mereka mahu menjadi lebih cauvinis daripada DAP - apakah ini cara mereka mahu meraih populariti politik yang sudah merudum sehingga mengorbankan persefahaman yang telah dibina sekian lama?

Persoalan status anak watan bangsa Melayu dalam negara ini; ataupun persoalan kewarganegaraan kaum Cina dan India; atau pun status pendatang nenek moyang kaum Cina dan India dalam negara ini tidak sepatutnya lagi dibangkitkan atau dijadikan bahan politik murahan mana-mana pihak semata-mata untuk meraih undi dan populariti!

Kita perlu menerima hakikat bahawa kini bangsa Melayu, Cina dan India kini adalah warganegara Malaysia yang terikat dengan persefahaman, aspirasi, semangat dan peruntukkan Perlembagaan Persekutuan dan kontrak sosial untuk bersama-sama membina dan membangunkan negara Malaysia ini kearah negara maju demi kemakumaran dan kesejahteraan rakyat dan generasi akan datang.

Kita sekarang, Melayu Cina dan India, adalah rakyat dan warganegara Malaysia! Period!

Selagi kita menghormati Perlembagaan Persekutuan, dan cuba sedaya upaya untuk hidup berdasarkan persefahaman, aspirasi, semangat dan peruntukkan Perlembagaan Persekutuan dan kontrak sosial, saya percaya kita akan berjaya membina dan membangunkan negara Malaysia tercinta ini setaraf dan mungkin mengatasi negara-negara maju lain didunia ini!

Dan kita mesti menolak sebarang amalan atau fahaman extrimism, fanatik, rasis, cauvinis dan pelampau samada perkauman atau keagamaan!

Oleh itu, saya mendesak tindakan keras dibawah Akta Hasutan diambil terhadap perwakilan tersebut kerana ucapan seperti itu adalah berbaur hasutan dan menghina bangsa Melayu.

Malahan ucapan seperti ini perlu dihentikan serta merta kerana ini bukan pertama kali wakil PGRM membuat dakwaan seperti ini. Sebelum ini saya percaya ada pimpinan PGRM juga pernah membuat dakwaan yang sama.

Oleh itu saya juga mendesak Presiden PGRM, Datuk Mah Siew Kong supaya mengotakan janjinya untuk mengambil tindakan disiplin yang tegas termasuk dipecat sebagai ahli terhadap mana-mana pimpinan atau perwakilan kerana memainkan isu perkauman seperti ini.

Kita berharap kesemua pihak termasuk ahli dan pemimpin PGRM menghayati saranan YAB PM semasa merasmikan Persidangan PGRM semalam yang menyeru supaya semua bentuk fanatik dan extremism agama dan perkauman hendaklah ditolak!

Zorotypus asymmetricus sp. nov. from Brunei Darussalam, Borneo (Insecta: Zoraptera)


A new species of Zoraptera from Borneo is described and figured. Zorotypus asymmetricus sp. nov. was discovered in lowland mixed dipterocarp forest in Ulu Temburong, Brunei Darussalam. The species represents the third known species occurring on Borneo and it can be easily distinguished from others by the asymmetrical cerci: the right cercus is strongly enlarged and curved.

Nhân Tuyên bố Về Chủ quyền Biển Đảo Quốc gia Việt Nam của Công dân và Các tổ chức Xã hội Dân sự Việt Nam Ngày 27 tháng 6 năm 2017, chúng tôi xin đăng lại bài viết của Nhà văn Hoàng Quốc Hải, công bố ngày 12 tháng 8 năm 2012:


Nhà văn Hoàng Quốc Hải

Nhà văn Hoàng Quốc Hải, tác giả hai bộ tiểu thuyết lịch sử “Tám triều vua Lý’ và “Bão táp triều Trần”, gồm 10 tập, 6.500 trang. Chúng ta có thể “gặp” tại đây những sử liệu phong phú ở rất xa nhau, trong chính sử và sử ký Trung Quốc/ Việt Nam; sách thực lục mỗi thời, lịch triều loại chí hay dẫu chỉ là dã sử nằm rải rác trong ký ức dân tộc, ký ức kẻ thù. Có thể hình dung, với  một nhãn quan sắc sảo trời cho, với một tấm lòng yêu nước sâu nặng và  mẫn tiệp, mọi kho sử liệu Việt – Trung đã bị ông lục tung,chọn lựa rồi sắp đặt dưới ánh sáng lương trí; Ông trở thành một thẩm quyền khả dĩ bàn bạc, cắt nghĩa thấu đáo về việc Việt Nam nắm giữ chủ quyền liên tục xuyên 3 thế kỷ trên hai quần đảo Hoàng Sa-Trường Sa, đồng thời chứng minh một cách thuyết phục “đường 9 đoạn” do Trung Quốc tự vẽ là hoàn toàn phi lịch sử, phi lý,phi pháp và phi đạo đức cùng những hành xử hung hăng, côn đồ của Trung Quốc tại Biển Đông mấy năm vừa qua.

Nhân sự kiện Tòa Trọng tài Thường trực (PCA ) Liên Hiệp Quốc vừa tuyên xử vụ Nhà nước Philippines kiện Trung Quốc, chúng tôi đăng lại bài viết còn nguyên giá trị so với tình hình thời sự hiện nay của nhà văn Hoàng Quốc Hải, nhằm giúp bạn đọc theo dõi sự kiện lịch sử này  một cách có hệ thống.

Trung Quốc nói, Trung Quốc làm.

Việc Trung Quốc đưa một đoàn tàu cá hùng hậu ( cũng có thể là tàu hải quân trá hình) diễu võ dương oai trong vùng biển  thuộc chủ quyền của nước ta, thực chất là một hành vi khiêu khích nghiêm trọng. Điều trớ trêu là Trung Quốc vừa ra lệnh cấm đánh bắt cá trên Biển Đông ( cấm trái phép cả trên vùng biển của Việt Nam)  từ 16 tháng 5 năm 2012 đến 1 tháng 8 năm 2012 thì 12 tháng 7 năm 2012 chính họ lại vi phạm cái gọi là “ lệnh cấm” đó. Điều này chứng tỏ cái mà Trung Quốc  nói hoàn toàn trái ngược với cái mà Trung Quốc làm. Đoàn tầu cá 29 chiếc vỏ thép, mỗi tầu 140 tấn cùng với tầu hậu cần kiêm chỉ huy 3.000 tấn được chia thành 2 biên đội 6 tốp, hình thành một hạm đội đánh bắt. Thực chất đây là một cuộc diễn tập quân sự trá hình, và cũng là đòn cân não nắn gân đối phương.

Còn việc Công ty dầu khí ( CNOOC) Trung Quốc mời thầu 9 lô dầu khí nằm sâu trong thềm lục địa Việt Nam, lô gần nhất chỉ cách đảo Phú Quý 50km, đó không còn là hành vi khiêu khích, mà nó nằm trong âm mưu thôn tính thuộc về quốc sách của Trung Hoa xuyên suốt từ cổ đại tới nay. Cần lưu ý rằng giữa ta và Trung Quốc cùng các nước như Malaysia, Philippines, Brunei chưa đàm phán để xác định vùng chống lấn. Chỉ vùng chống lấn đó mới gọi là vùng tranh chấp.         

Còn việc Trung Quốc cho ngư dân vào đánh bắt cá và mời thầu 9 lô dầu khí trong vùng thuộc quyền chủ quyền tức vùng đặc quyền kinh tế của ta là hành vi xâm lấn, nếu chưa muốn nói là xâm lược. Đó là một âm mưu thâm độc, tạo ra tranh chấp trong vùng không có nhân tố tranh chấp rồi đòi thương lượng. Thật chả khác chuyện cổ tích kể về một con Sói trong lúc đói rét xin đặt nhờ một chân vào nhà Thỏ để sưởi ấm. Khi đặt được một chân, Sói dùng toàn thân xô cửa vào nhà, liền đó đuổi Thỏ đi và nhận đó chính là nhà của mình. Thỏ cãi lại, Sói chồm lên cắn chết Thỏ rồi ăn thịt.

Cũng cần nói rõ: Hầu hết các nước có chung biên giới với Trung Quốc đều bị Trung Quốc gây hấn và bị mất đất về tay Trung Quốc. Hùng mạnh như nước Ấn Độ mà năm 1962, Trung Quốc gây ngòi  làm bùng nổ cuộc chiến tranh biên giới Trung - Ấn. Kết thúc chiến tranh, Trung Quốc chiếm được của Ấn Độ 50.000 km2. Cho tới nay Ấn Độ luôn đòi lại vùng đất bị Trung Quốc chiếm mà vẫn chưa đòi nổi một xăng ti mét, và hận thù giữa hai nước Ấn – Trung vẫn chưa có cách nào hóa giải.

Lấy ngay như nước ta làm ví dụ. Rõ nhất là cổng Nam Quan giáp với Đồng Đăng của nước ta. Cổng đó được người Trung Hoa xây từ thời nhà Minh thế kỷ 15. Trải 5 thế kỷ nó vẫn tồn tại trấn giữa một đường biên dài và không sảy ra tranh chấp. Nhưng qua cuộc chiến tranh xâm lược của Trung Quốc đánh Việt Nam vào tháng 2 năm 1979, tới nay chiếc cổng đó đã nằm sâu trong đất của họ và cách đường biên giới tới mấy trăm mét. Và người Trung Quốc lý sự rằng Hiệp ước Pháp – Thanh phân định biên giới, việc đo đạc không chính xác! Và lại Hiệp ước Pháp – Thanh thì mãi 1885 mới ký, chẳng có liên quan gì đến biên giới trước đó gần 5 thế kỷ.     Hoặc bãi Tục Lãm trên sông Bắc Luân huyện Móng Cái (Quảng Ninh), Thác Bản Giốc thuộc huyện Trùng Khánh ( Cao Bằng), trước chiến tranh biên giới năm 1979, nó hoàn toàn thuộc phần đất của Việt Nam, không hề có tranh chấp. Ấy thế mà sau chiến tranh biên giới, Trung Quốc nhận chằng là của họ. Trên phương diện quốc gia, họ cù nhầy, cò cưa và gây căng thẳng trên nhiều tuyến biên ải, tới khi “Bãi Tục Lãm” chia đôi, “Thác Bản Giốc” chia đôi. Sự cực kỳ phi lý ấy, thử hỏi có khác gì chuyện con Sói xin sưởi nhờ một chân trong nhà Thỏ?

Trở lại vấn đề Biển Đông tức Trường Sa, Hoàng Sa của Việt Nam. Theo Công ước về Luật biển UNCLOS của Liên Hiệp Quốc 1982 mà Trung Quốc và Việt Nam đều ký kết, thì vùng thềm lục địa 200 hải lý tính từ đường lãnh hải của mỗi quốc gia ven biển, là quyền tài phán thiêng liêng bất khả xâm phạm của quốc gia đó. Ấy thế mà Trung Quốc nhảy vào tận sân nhà người ta mà cãi cối, nhận bừa theo kinh nghiệm truyền đời trên đất liền của họ với mục tiêu là tạo ra vùng tranh chấp. Sự phi lý đến hoang tưởng, có những vùng Trung Quốc đòi chủ quyền cách xa đường bờ biển của họ tới 2000 km. Hoặc như bãi cạn Scarborough nằm trong vùng đặc quyền kinh tế của Philippines cách đất liền có hơn 230 km, trong khi đó cách đảo Hải Nam của Trung Quốc tới hơn 950 km mà Trung Quốc nhận đó là biển của mình.

Việc bất minh này nếu các nước bị T Q xâm lấn không làm quyết liệt, vạch trần sự gian dối đến liều lĩnh , sự ngạo mạn đến trơ trẽn về mặt pháp lý và cả đạo lý cho nhân dân Trung Quốc và toàn thế giới biết, chắc sẽ dẫn đến hậu quả tai hại về mặt chủ quyền. Và nếu điều đó sảy ra thì không chỉ mắc tội với tổ tông mà còn đến muôn đời hậu thế.

Về đường lưỡi bò trên Biển Đông.

Từ trước năm 1946, trên hai quần đảo Hoàng Sa và Trường Sa hoàn toàn không có yếu tố nước ngoài mà chỉ có người Việt Nam chiếm hữu từ thế kỷ 17, tới cuối thế kỷ 19, người Pháp xâm chiếm Việt Nam  thì quyền chiếm hữu hai quần đảo này thuộc về người Pháp, họ thay mặt chính phủ Nam triều quản lý.

Năm 1939, quân Nhật đổ bộ lên chiếm một phần quần đảo Hoàng Sa của Việt Nam và hàng loạt các đảo Bành Hồ, Mã Tổ, Đài Loan, Hải Nam của Trung Quốc,vừa làm bàn đạp tấn công lục địa Trung Hoa, vừa khống chế bờ tây Thái Bình Dương , đối chọi với Mỹ đang thống lĩnh bờ đông Thái Bình Dương.Trong những năm chiếm đóng Hoàng Sa,người Nhật đã tiến hành khai thác phân giơi,nghe nói phân giơi vừa có tác dụng làm phân bón,vừa tách được nguyên liệu chế tạo thuốc nổ.Thời gian quân Nhật chiếm đóng Hoàng Sa, thì phía người Pháp cả người Việt vẫn điều hành trạm khí tượng và cây đèn biển trên quần đảo này. Năm 1945 các nước phát xít Đức – Ý – Nhật đầu hàng đồng minh, Trung Hoa dân quốc do Tưởng Giới Thạch đứng đầu nằm trong thành phần của Đồng Minh, nên được phân công giải giáp quân đội Nhật, trong đó có phần lãnh thổ Bắc Việt Nam và quần đảo Hoàng Sa và Trường Sa.

Đến đầu năm 1950, quân Trung Hoa dân quốc đã rút lui khỏi vùng đảo này. Còn đồn binh của quân Pháp vẫn đóng trụ trên quần đảo Hoàng Sa. Tuy nhiên đầu năm 1956, Trung Hoa dân quốc lại chiếm đảo Ba Bình thuộc Trường Sa, Cộng hòa nhân dân Trung Hoa chiếm đảo Phú Lâm thuộc Hoàng Sa; cả hai bên Trung Hoa đều chiếm đóng trái phép một phần lãnh thổ do Việt Nam quản lý liên tục suốt từ thế kỷ 17.

Đường 9 đoạn trên bản đồ do Trung Quốc vẽ hiện nay là kế thừa đường 11 đoạn do một công chức có tên Bai Meichu thuộc chính quyền Trung Hoa dân quốc tự vẽ ra từ năm 1947, nghĩa là từ sau khi họ tiếp quản phần đất mà người Nhật thua trận để lại.

Lai lịch tấm bản đồ này rất mơ hồ, không có xuất xứ lịch sử, không có giới hạn địa lý theo kinh độ, vĩ độ và tọa độ. Sở dĩ hiện nay còn có 9 đoạn là do 2 đoạn trùm lên Vịnh Bắc Bộ của Việt Nam, sau khi đã phân chia giữa Việt Nam và Trung Hoa thì người Trung Hoa lại tự xóa đi 2 đoạn.

Trung Quốc không hề có một bằng chứng lịch sử nào khả tín như sử sách của họ có ghi chép cụ thể về hai quần đảo Hoàng Sa và Trường Sa, hoặc có thực tế chiếm hữu và khai thác; hoặc chí ít là bia chủ quyền; điều có thể thuyết phục nữa là bản đồ hành chính hoặc bản đồ địa lý quốc gia. Tất cả những yếu tố tối thiểu để chứng minh quyền làm chủ của Trung Quốc trên hai quần đảo này là số không. Mà tất cả chỉ là những căn cứ vu vơ . Ví như: “ Trung Quốc đã hành xử chủ quyền biển Nam Trung Hoa từ thời nhà Tống (960-1279). Hoặc “ Thời Minh Vĩnh Lạc (1403 -1427) hạm đội của Trịnh Hòa đã đi khảo sát tại vùng biển Đông Nam Á….”

Đúng là Trịnh Hòa có đem quân đi giễu võ dương oai tại vùng Đông Nam Á, nhưng không vẽ được bản đồ, không có dấu ấn gì ghi chép tại mấy nước này. Trái lại, khi quân của Trịnh Hòa tiến vào Trảo Oa (Java) bị dân địa phương đánh đuổi, giết chết tới 170 người Trung Quốc, khiến Trịnh Ḥòa phải tháo lui. Và sang đời Minh Tuyên Đức thì nhà Minh phải bãi bỏ chương trình rất tốn kém của Trịnh Hòa.

Còn như “Hoàn Cầu thời báo” nói: “ Trung Quốc đã hành xử chủ quyền biển Nam Trung Hoa từ thời nhà Tống” thì quả là họ nói liều, và họ chả hiểu gì về lịch sử cha ông họ.Ta nhớ, trước cuộc xâm lăng Đại Việt năm 1076,triều đình nhà Tống bàn đến nát nước. Các đại thần nhà Tống rất sợ giao chiến với người Giao Chỉ (xưa họ gọi nước ta là xứ Giao Chỉ). Lễ bộ thị lang Vương Thiều đã tranh biện kịch liệt với bọn người hiếu chiến và khẳng định: “Chớ nên gây việc binh đao với người Giao Chỉ”.  Còn  Triều Bổ Chí, một văn quan  dâng sớ trần tình mọi nhẽ can ngăn Tể tướng Vương An Thạch và Tống Thần tông chớ nên gây chiến với người Giao Chỉ. Bởi người Tống không quen thuộc đường biển. Ông nói: “ Quân Tống nhát sóng, hơi có gió đã sợ rồi, không biết sẽ chiến đấu làm sao? Còn người Giao Chỉ, họ giỏi thủy chiến. Từ xưa truyền lại rằng người Việt lặn xuống nước đục thuyền địch lật úp. Đỗ Mục nói họ có kẻ đi chìm dưới đáy bể tới 50 dặm mà không thở….”. Thật vậy, từ cổ xưa Trung Hoa vốn là một quốc gia lục địa, thế mạnh của họ là kỵ binh và phòng thủ của họ là thành cao, hào sâu. Tổ tiên của họ chưa bao giờ mơ ước , và dám mơ ước tới việc vươn ra biển, nói chi tới việc hành xử chủ quyền.

Phải nói nhà Tống là một thời đại yếu hèn, hết bị nước Kim đến nước Liêu, nước Hạ chèn đánh. Nhà Tống vừa phải cắt đất cầu hòa, vừa phải triều cống hằng năm cho các nước nhỏ bé này. Vua Tống còn bị Vua nước Kim bắt phải tôn gọi là bá phụ, trong khi Kim Thái tông  mới có 12 tuổi. Sự suy thoái triền miên ấy dẫn toàn bộ nước Trung Hoa vào vòng thống trị của người Mông Cổ tới ngót trăm năm. Trận quyết chiến cuối cùng  năm 1279, quân Mông Cổ dìm chết 10 vạn quân Tống trong vùng biển Nhai Sơn, tức vùng biển Hải Nam tỉnh Quảng Đông ngày nay. Tể tướng nhà Tống là Lục Tú Phu phải cõng vua Tống nhảy xuống biển tự tử.

Thử hỏi một đất nước yếu, hèn như thế làm sao mà “ hành xử chủ quyền” được trên “ biển Nam Trung Hoa”?!
Lịch sử chiếm hữu và thực thi chủ quyền của Việt Nam trên hai quần đảo Hoàng Sa và Trường Sa.

Mới đây tiến sĩ Hán – Nôm Mai Ngọc Hồng vừa hiến Bảo tàng lịch sử Việt Nam tấm bản đồ lãnh thổ Trung Quốc Hoàng Triều trực tỉnh địa dư toàn đồ do nhà xuất bản Thượng Hải ấn hành năm 1904 ghi rõ cực Nam của Trung Quốc là đảo Hải Nam.

Nên nhớ đây là bản đồ Địa dư toàn đồ,  nên không có thể nhầm lẫn hoặc bỏ sót một địa danh nào. Và lại nhóm làm bản đồ gồm có các học giả nổi tiếng của Trung Quốc và các chuyên gia phương Tây hợp tác. Thêm vào đó sách “ Trung Quốc địa lý giáo khoa thư” biên soạn năm 1905, xuất bản năm 1906 có ghi “phía Nam từ vĩ độ Bắc 18 độ 13’ tận cùng là bờ biển Nhai Châu (Hải Nam)…Vậy là cả bản đồ chi tiết về lãnh thổ và sách giáo khoa của người Trung Quốc đều xác nhận Hải Nam là đất tận cùng giáp biển. Tuyệt nhiên không thấy có tên Hoàng Sa và Trường Sa xuất hiện trên bản đồ này.

Cái tên Tây Sa (tức Hoàng Sa) và Nam Sa ( Trường Sa) mới chỉ xuất hiện trên thư tịch Trung Quốc từ năm 1947. Và mãi đến năm 1980 ngày 30 tháng 1, Cộng hòa nhân dân Trung Hoa mới lần đầu tiên đưa ra văn kiện có hệ thống đầy đủ của Bộ ngoại giao về chủ quyền của Trung Quốc đối với hai quần đảo Hoàng Sa và Trường Sa của Việt Nam mà phía Trung Quốc gọi là  Tây Sa và Nam Sa, trong khi Việt Nam đã chiếm hữu và khai thác liên tục từ thế kỷ 17 cho tới khi Trung Quốc dùng vũ lực cưỡng chiếm.

Thật ra hai quần đảo Hoàng Sa và Trường Sa từ thế kỷ 17 đến thế kỷ 20, Việt Nam chỉ gọi một cái tên chung là Hoàng Sa tức là đảo cát vàng, hoặc Vạn lý Trường Sa (bãi cát dài vạn dặm).

Ta có thể tham khảo thêm một số bản đồ cổ của Trung Quốc như “Dư địa đồ”- bản đồ Trung Quốc vẽ đời Nguyên của Chu Tự Bản, được thu nhỏ trong sách “ Quảng dư đồ” quyển 1 của La Hồng, biên soạn năm 1561, phần cực nam lãnh thổ của Trung Quốc ghi là đảo Hải Nam.

Trong “ Hoàng Minh đại thống nhất tổng đồ” quyển 1 của Trần Tổ Thụ đời Minh, soạn năm 1635, phần lãnh thổ cực Nam của Trung Quốc ghi là đảo Hải Nam.

Trong danh mục bản đồ các đời mà Trung quốc vẽ hiện lưu giữ trong “ Bắc Kinh tứ khố” còn vô vàn, nhưng cũng chả có một chiếc nào đả động đến Hoàng Sa và Trường Sa của Việt Nam hoặc Tây Sa và Nam Sa như Trung Quốc gọi.

Trên đây tôi chỉ nêu 3 tấm bản đồ tiêu biểu của Trung quốc do người Trung Quốc vẽ qua các thời Nguyên , Minh, Thanh từ thế kỷ 14 đến đầu thế kỷ 20. Ngoài ra còn vô số các bản đồ do các nhà truyền giáo phương Tây , các nhà thám hiểm, nhà buôn vẽ đều ghi nhận đảo Cát Vàng thuộc về nước Đại Nam.

Vài chứng cớ nữa nói lên Trung Quốc thừa nhận đảo  Cát Vàng (Hoàng Sa) là của Việt Nam.

Vào năm 1895 tầu Bellona của Đức bị vấp đá ngầm và chìm tại quần đảo Hoàng Sa, đánh tín hiệu cấp cứu cho Hải Nam mà không được đáp ứng, Trước đó năm 1890 tầu Himeji của Nhật Bản cũng bị đắm ở Hoàng Sa, gởi tín hiệu cho Hải Nam đều không được phía Trung Quốc cứu hộ. Trái lại ngư dân của họ từ đảo Hải Nam ra hôi của như đồng và các hàng hóa khác. Nhân hai sự vụ này, Chính phủ Anh gởi công hàm phản kháng. Phía Trung Quốc tuyên bố chính thức quần đảo này không thuộc về Trung Quốc.

Xa hơn nữa trong “Phủ biên tạp lục” nhà bác học Lê Quý Đôn có đoạn viết: “ Tôi đã từng thấy có một đạo công văn của quan chánh đường, huyện Văn Xương, Quỳnh Châu ( đảo Hải Nam) gửi cho Thuận Hóa nói rằng: “Năm Kiền Long thứ 18 (1758- tương đương với thời chúa Nguyễn Phúc Chu ở Đàng Trong) có 10 tên quân nhân xã An Vĩnh đội Cát Liềm huyện Chương Nghĩa phủ Quảng Ngãi nước An Nam, ngày 7 đến Vạn Lý Trường Sa tìm kiếm các thứ , có 8 tên lên bờ tìm kiếm, chỉ để 2 tên giữ thuyền, bị gió giật đứt dây, thuyền dạt vào Thanh Lan cảng, quan ở đây xét thực đưa trả về nguyên quán. Nguyễn Phúc Chu sai cai bạ Thuận Hóa là Thúc Lương hầu làm thư trả lời.”

Việt Nam có vô vàn tài liệu ghi chép rất cụ thể ngày tháng năm Chúa Nguyễn, sau này là các vua triều Nguyễn sai lập Hải đội Hoàng Sa trong đó có nhiều việc như đo đạc các đảo, đo đạc thủy triều, hướng gió , lập miếu thờ thần, trồng cây dựng bia chủ quyền, khai thác các hải sản quý như hải sâm, đồi mồi … Thu gom các hàng hóa và vật dụng do các tầu thuyền nước ngoài gặp nạn dạt vào đảo . Quý hơn nữa là các châu bản ví như các chiếu, cáo, dụ, sắc có chữ ký và con dấu của nhà vua sai phái công việc ở Hoàng Sa, hoặc các biểu tấu của mấy tỉnh ven biển miền Trung tâu báo về công việc có liên quan đến Hoàng Sa được nhà vua phê duyệt và ký. Cũng có nhiều sắc khen đến Hải đội Hoàng Sa hoặc các cá nhân mẫn cán có công trong Hải đội Hoàng Sa này được vua ban tặng. Những bản đó gọi là châu bản, hiện còn lưu trữ khá nhiều,và các giấy tờ được vua ban khen, các gia đình gìn giữ như bảo vật truyền gia cũng không phải là hiếm.

Ngoài ra còn các tài liệu do người Pháp đo đạc, khảo sát trên hai quần đảo này từ năm 1933, kể cả nhật ký của những người Pháp người Việt làm việc trên đảo này từ trước đến ngày 20 tháng 1 năm 1974, là ngày quân xâm lược Trung Quốc dùng lực lượng hải quân áp đảo cưỡng chiếm toàn bộ quần đảo Hoàng Sa từ tay quân lực Việt Nam cộng hòa.

Phần nữa là các ghi chép, kể cả bản đồ do người ngoại quốc viết và vẽ về quần đảo Hoàng Sa. Chỉ tiếc trong tay ta có cả đống tư liệu vô cùng phong phú, mà không hiểu do cản trở gì lại không được phổ cập trong các trường học và cho người dân Việt Nam đều được biết trọn vẹn về hình hài Tổ quốc mình . Hơn nữa còn làm tài liệu cho nhân dân thế giới biết được thực hư, phải trái. Nếu không cứ để cho người Trung Quốc nói bừa, nói bậy rồi tới lúc lộng giả thành chân, ta có hối cũng không kịp.

Tài liệu lịch sử thì nhiều, không thể trích hết ra đây được, tôi chỉ xin giới thiệu 2 bản sách phổ cập nhất là “Phủ biên tạp lục” quyển 1 của học giả Lê Quý Đôn có nói kỹ về phủ Quảng Ngãi và đảo Cát Vàng ( Hoàng Sa).

Thứ nữa là sách “Đại Nam nhất thống chí” do Quốc sử quán triều Nguyễn soạn, Viện sử học dịch, Nhà xuất bản Khoa học xã hội xuất bản gồm 5 tập. Trong đó tập 2, quyển 8 là phần Tỉnh Quảng Ngãi, mục “Núi sông” có nói về “ Đảo Hoàng Sa” cuối sách phần phụ lục, lại nói riêng về “quần đảo Hoàng Sa”.

Lại nữa, các sách Đại Nam thực lục; Lịch triều hiến chương loại chí; Việt Nam hội lệ sự điển; Việt sử thông giám cương mục… Đều có nói khá kỹ về quần đảo Hoàng Sa.

Phủ biên tạp lục của Lê Quý Đôn có đoạn ghi như sau: Phủ Quảng Ngãi huyện Bình Sơn có xã An Vĩnh ở gần biển, ngoài biển về phía đông bắc có nhiều cù lao, các núi linh tinh hơn 130 ngọn, cách nhau bằng biển từ hòn này sang hòn kia hoặc đi một ngày hoặc vài canh thì đến. Trên núi có chỗ suối nước ngọt. Trong đảo có bãi cát vàng dài ước hơn 30 dặm bằng phẳng rộng lớn, nước trong suốt đáy. Bên đảo có vô số yến sào; các thứ chim có hàng nghìn hàng vạn, thấy người thì đậu vòng quanh không chạy. Bên bãi vật lạ rất nhiều. Ốc vân có ốc tai voi to như chiếc chiếu, có ốc xà cừ để khảm đồ dùng, đồi mồi thì rất lớn…

Các thuyền ngoại phiên bị bão thường đậu ở đảo này. Trước họ Nguyễn đặt Hải đội Hoàng Sa 70 suất, lấy người xã Yên Vĩnh sung vào, cắt phiên mỗi năm cứ tháng 2 nhận giấy sai đi, mang lương đủ ăn 6 tháng, đi bằng 5 chiếc thuyền câu nhỏ ra biển 3 ngày 3 đêm thì đến đảo ấy. Ở đấy tha hồ bắt chim , bắt cá mà ăn. Lấy được hóa vật của tàu ( các tàu buôn bị đắm) như là gươm, hoa bạc,tiền bạc, hòn bạc, đồ uống, khối thiếc, khối chì, sừng, ngà voi…..đến kỳ tháng 8 thì về, vào Cửa Eo, đến thành Phú Xuân để nộp (Phủ biên tạp lục tập 1, trang 119-120 nhà xuất bản Khoa học xã hội 1977).

Và sách Đại Nam  nhất thống chí tập 2 trang 369-370 ghi: Đảo Hoàng Sa ở phía đông cù lao Ré huyện Bình Sơn từ bờ biển Sa Kì đi thuyền ra thuận gió thì độ 3 – 4 ngày đêm có thể đến nơi . Có đến hơn 130 đảo nhỏ cách nhau hoặc một ngày đường, hoặc mấy trống canh. Trong đảo có bãi cát vàng, liên tiếp kéo dài không biết hàng mấy ngàn dặm, bằng phẳng rộng rãi tục gọi “ Vạn Lý Trường Sa”…..

Hồi đầu bản triều đặt đội Hoàng Sa có 70 người, lấy dân xã An Vĩnh sung vào, hằng năm cứ tháng 3 là ra biển tìm kiếm hải vật, đến tháng 8 thì do cửa biển Tư Hiền về nộp; lại đặt đội Bắc Hải do đội Hoàng Sa kiêm quản, để đi lấy hải vật ở các đảo phía đông đảo Hoàng Sa gần phủ Quỳnh Châu đảo Hải Nam nước Thanh ( tức Trung Quốc ). Trung Quốc tự xưng mình là nước lớn và họ trỗi dậy trong hòa bình. Hiển nhiên Trung Quốc là nước lớn. Về dân số đứng đầu thế giới với hơn 1,3 tỉ dân, về diện tích hơn 9 triệu km2 chỉ sau Liên bang Nga và Canada.

Còn việc họ trỗi dậy trong hòa bình thì không phải vậy. Trước hết, các nước có chung biên giới với họ, không một nước nào được yên ổn với Trung Quốc, nếu không gây ra chiến tranh cũng là xung đột hoặc tranh chấp, chủ yếu là đất đai. Nửa cuối thế kỷ 20, họ đã từng có xung đột biên giới với Liên Xô, chiến tranh biên giới với Ấn Độ, chiến tranh xâm lược với Việt Nam. Và hiện nay, họ đang khuấy đảo Biển Đông. Năm 1974 cưỡng chiếm Hoàng Sa của Việt Nam, năm 1988 lại dùng lực lượng quân sự áp đảo cưỡng chiếm các đảo Gạc Ma, Đá Chữ Thập, Đá Châu Viên, Đá Ga Ren, Đá Tư Nghĩa, Đá Su Bi… Thực chất đây là một cuộc xâm lược đúng nghĩa.

Và bây giờ họ đã biến các đảo và các bãi đá ngầm chiếm được của Việt Nam ở quần đảo Trường Sa, thành 7 thực thể như đường băng cho tầu bay, bến bãi cho tầu chiến, tầu ngầm và kho chứa xăng dầu. Tức là họ đang gấp rút quân sự hóa Biển Đông từng giờ.

Bãi cạn Scarborough do họ cưỡng chiếm của Philippines năm 2012, nằm trong âm mưu biến nó thành một căn cứ quân sự lớn- một hàng không mẫu hạm khổng lồ không thể đánh chìm ngay cửa ngõ Philippines, và cách các căn cứ quân sự Mỹ đang sử dụng không xa.

Truyền thống chiếm đất của Trung Quốc, là vượt biên giới đánh chiếm một phần lãnh thổ của láng giềng, ở nơi mà họ thấy có lợi thế. Khi bị phản kích, bị đẩy lùi, họ cố đóng chốt tại một khu vực, rồi đề nghị đàm phán. Đó là họ biến vùng đất không có tranh chấp thành đất tranh chấp. Và tiến hành thương lượng trên vùng đất vừa chiếm được. Cuộc chiến tranh biên giới Trung - Ấn năm 1962, hiện Trung Quốc còn đang chiếm giữ của Ấn Độ một dải đất khoảng 50.000 km2.

Thủ đoạn đó đối với Việt Nam là xâm canh, xâm cư và xâm táng.

Xâm canh, là họ cho người sang cấy trồng trên đất của ta, tại những vùng hẻo lánh. Nếu ta phát hiện kịp thời và xua đuổi, thì họ rút về. Nếu êm êm qua vài vụ, là họ đưa người sang làm nhà và sinh sống trên đất ta, tức là xâm cư. Việc xâm cư này nếu phát hiện kịp vẫn có thể đuổi được, trường hợp như ở Cao Bằng vào các năm 1970- 1973. Nhưng nếu họ ở lâu, có người chết và mồ mả an táng kiểu như vùng đất bên kia sông Qui Sơn, thác Bản Giốc huyện Trùng Khánh Cao Bằng, thì rất khó đuổi. Thậm chí không thể đuổi được và mất đất luôn. Mất nửa thác Bản Giốc là như vậy đó. 

Trên bộ, đất đai tiếp giáp liền kề, Trung Quốc dùng mọi thủ đoạn để lấn chiếm còn đi một nhẽ. Nhưng trên biển, trùng khơi cách trở, các nước ven Biển Đông như Việt Nam, Philippines, Malaysia, Brunei hoàn toàn không có gì liên đới tới Trung Quốc. Vùng đặc quyền kinh tế như của nước ta, tính từ đường cơ sở còn cách Trung Quốc tới cả ngàn km; không có một xăng ti mét nào có thể gọi là chồng lấn.

Các đảo trong quần đảo Hoàng Sa của Việt Nam từ 1956 trở về cả mấy ngàn năm trước, chưa hề có yếu tố Trung Hoa. Còn quần đảo Trường Sa trước 1988, tức là trước khi quân Trung Quốc xâm lược chiếm đảo Gạc Ma và các đảo khác từ sự kiểm soát của Việt Nam, thì người Trung Quốc chưa hề biết đến Trường Sa.

Như vậy không chỉ Việt Nam, mà dường như tất cả các nước ven Biển Đông không có gì để đàm phán với Trung Quốc. Bởi vùng biển này từ xưa không có tranh chấp, không có yếu tố Trung Hoa. Bởi Trung Hoa là một quốc gia lục địa. Nay Trung Quốc nhảy vào cưỡng chiếm với đầy đủ yếu tố của một kẻ xâm lược. Do đó, quân xâm lược phải rút đi, đó là chân lý và cũng là đạo lý, chẳng có gì để thương lượng.

Vậy Ủy viên Quốc vụ viện Trung Quốc, ông Dương Khiết Trì đến Việt Nam trước thềm Tòa Trọng tài Quốc tế Thường trực LHQ ra phán quyết về vụ Philippines kiện Trung Quốc cưỡng chiếm bãi cạn Scarborough, và xâm phạm vùng đặc quyền kinh tế 200 hải lý của nước này để làm gì?

Vùng đặc quyền kinh tế và thềm lục địa của Việt Nam nói riêng và các nước ven Biển Đông nói chung, không có bất kỳ vùng chồng lấn nào với Trung Quốc. Không có cái gọi là “quyền lịch sử”.

Theo Công ước Quốc tế về Luật Biển Unclos 1982, do 160 nước thảo luận và xây dựng công phu suốt mấy chục năm mới hoàn thành, trong đó có cả Việt Nam và Trung Quốc cùng tham gia. Nguyên tắc thứ nhất của Luật Biển Unclos về chủ quyền và quyền tài phán đối với quốc gia ven biển phải là: “Chiếm hữu thực tế và thực hành quyền tài phán liên tục không bị gián đoạn- không phải là chinh phục”.

Theo qui định này thì các đảo ở Hoàng Sa và Trường Sa mà Trung Quốc đang chiếm đóng, thực sự là do xâm lược mà có. Vậy nó là bất hợp pháp. Trung Quốc phải rút đi để trả lại Hoàng Sa - Trường Sa cho Việt Nam. Bởi nó không có một ly nào là chồng lấn cả, vì vậy không có gì để đàm phán, thương lượng.

Vậy ông Dương Khiết Trì đến Hà Nội để làm gì? Chắc chắn là thuyết phục Việt Nam hợp tác, kiên trì đàm phán để thu hẹp bất đồng. Và nếu có thể được trong chừng mực nào đó, không tẩy chay Tòa Trọng tài Quốc tế Thường trực LHQ sắp tuyên bố kết quả vụ kiện của Philippines, thì chí ít cũng không tuyên bố công khai ủng hộ Philippines.

Giả định thôi, nếu Việt Nam thỏa hiệp với Trung Quốc về điều này, có nghĩa chúng ta đã từ bỏ chủ quyền và đồng nghĩa với việc đầu hàng Trung Quốc. Cho nên cơ sở của đàm phán là quân Trung Quốc cưỡng chiếm biển, đảo của Việt Nam, thì quân Trung Quốc xâm lược phải rút đi, trả lại biển đảo cho Việt Nam. Đó là mệnh lệnh của Tổ quốc! Nếu Trung Quôc không rút đi thì Việt Nam khởi kiện.

Nhưng có lẽ Trung Quốc cáo già, sẽ dụ dỗ Việt Nam bằng các chiêu thức kinh tế, hứa hẹn nhiều điều tốt đẹp như mơ. Và hai Đảng, hai Nhà nước cố gắng hợp tác bảo đảm an ninh khu vực, còn Biển Đông cứ giữ nguyên hiện trạng không làm cho tình hình phức tạp thêm…

Vấn đề là, chỉ cần Việt Nam im hơi lặng tiếng để Trung Quốc qua cơn sóng gió này.

Ta nên biết, Trung Quốc đã bao lần nuốt lời hứa. Và cứ mỗi lần họ qua ta dụ dỗ, là mỗi lần ta lại ăn thêm quả lừa to hơn. Nhớ tháng 6 năm 2014 khi ông Dương Khiết Trì tới Hà Nội giữa lúc tình hình ngoài Biển Đông rất căng thẳng. Giàn khoan HD 981 của Trung Quốc neo đậu sâu trong thềm lục địa của ta. Đường dây nóng trở nên nguội lạnh, bởi đầu kia không hề có tín hiệu. Dương Khiết Trì sang trấn an, nhưng HD 981 vẫn lì lợm thăm dò trong thềm lục địa của Việt Nam.

Trước ngày 18 tháng 6 năm 2014, là ngày ông Dương Khiết Trì sang Việt Nam, Tân Hoa Xã có bài đe dọa Việt Nam qui về 4 điểm:

1/ Không được đánh giá thấp quyết tâm và năng lực bảo vệ chủ quyền cua Trung Quốc đối với các đảo trên Nam Hải ( Biển Đông ).

2/ Không được sử dụng các tư liệu mà Việt Nam tự nhận là “tư liệu lịch sử” để gây hiểu lầm cho cộng đồng quốc tế và dư luận ở Việt Nam về chủ quyền Trung Quốc ở Tây Sa, Nam Sa ( Hoàng Sa, Trường Sa của Việt Nam ).

3/ Không được lôi kéo các nước khác vào Nam Hải ( Biển Đông ).

4/ Không được phá bỏ mối quan hệ Việt - Trung sau 20 năm bình thường hóa quan hệ.

Qua đó mới thấy Trung Quốc luôn dọa nạt, nhưng vì bất minh nên luôn run sợ trước dư luận quốc tế. Họ rất sợ ta công khai chỉ trích và đưa ra các chứng cứ lịch sử về chủ quyền hai quần đảo Hoàng Sa, Trường Sa. Và họ trói ta vào cái vòng kim cô 16 chữ vàng và 4 tốt trong mối quan hệ vô nghĩa ,mà ông nguyên Thủ tướng Nguyễn Tấn Dũng gọi là “hữu nghị viển vông” .

Trung Quốc nằm mơ cũng không kiếm được một dòng một chữ nào, làm bằng chứng lịch sử về hai quần đảo này.

Do vậy, họ mới nói bừa rằng “Chủ quyền không thể tranh cãi ở Biển Đông từ thời cổ đại”. Trước đó họ nói Trung Quốc đã làm chủ Biển Đông từ thời Hán, Đường nhưng tìm mãi chẳng có bằng chứng gì, nên nói đại là “chủ quyền lịch sử”. Gần đây họ làm rùm beng có cuốn sách cổ 600 năm làm bằng chứng cho việc Trung Quốc đã làm chủ Hoàng Sa, Trường Sa, do một gia đình ngư dân ở Quảng Đông sở hữu. Phóng viên BBC tại Trung Quốc đã về tới tận nơi bóc mẽ. Vị ngư dân kia nói “Sách cũ quá, nát quá chẳng đọc được chữ gì, vứt đi rồi”.

Vậy là sự dối trá đã và đang ngự trị một cách nhất quán trong các chính sách của Trung Quốc về Biển Đông.

Lại nói, mỗi lần họ khuyên ta giữ “nguyên trạng” và “không làm phức tạp tình hình Biển Đông” cốt để kìm hãm ta phát ngôn, bó tay ta bảo vệ chủ quyền biển đảo, thì họ lại tăng tốc bồi lấp đảo. Cho tới nay dường như họ đã quân sự hóa xong về cơ bản hai quần đảo mà họ chiếm giữ trái phép.

Và từ Giang Trạch Dân, Hồ Cẩm đào, Tập Cận Bình đến Lý Khắc Cường, mỗi người đều đã hơn một lần bội tín với ta về trật tự Biển Đông, sau khi họ đã gặp gỡ lãnh đạo ta hứa và cam kết.

Nhưng sao lần này ông Dương Khiết Trì sang Hà Nội lại có vẻ thỏ non thế nhỉ?

Thái độ bớt hung hăng, ảnh chụp lại thấy cái miệng hơi hé cười. Cho nên tôi đón đợi ở ông ta một lời tự thú, kiểu ông Trương Chí Quân, thứ trưởng bộ Ngoại giao Trung Quốc đã nói về Nhật Bản. Xin trích nguyên văn, chỉ thay hai chữ “Nhật Bản” của ông Trương Chí Quân bằng hai chữ “Trung Quốc”:

“Nếu Trung Quốc không đối diện lịch sử, không tự vấn lương tâm của mình và không thành thật sửa chữa lỗi lầm thì dù nền kinh tế của họ có phát triển thế nào đi nữa thì quốc gia này cũng không thể đứng thẳng được về mặt đạo lý”.

Thật ra, nếu khôn ngoan, nhân cơ hội này Trung Quốc nên tuân thủ phán quyết của Tòa Trọng tài Quốc tế Thường trực Liên hiệp quốc. Bởi cuộc chơi Toàn cầu, phải chấp hành luật Toàn cầu, chứ không thể theo riêng luật rừng được. Đó chính là con đường rút lui trong danh dự. Thế giới sẽ nhìn nhận Trung Quốc đang trỗi dậy trong hòa bình. Biển Đông lập tức lặng sóng, các tàu chiến Mỹ, Nhật, Úc, Ấn chẳng lượn lờ ở đó làm gì nữa.

Và nữa, đây cũng là một thử thách trong cuộc chơi phẩm giá của Trung Quốc. Nếu làm ngược lại, Trung Quốc sẽ tự cô lập mình trong vòng vây của cả thế giới.

Hãy cảnh giác với Trung Quốc!

          Xung đột và Ngoại giao ở Biển Đông Pete Cobus | Đài Tiếng nói Hoa Kỳ; Mỹ, Ấn Độ kêu gọi tự do hàng hải trên biển Đông   

Một phần ba lưu lượng giao thông hàng hải toàn cầu. Ước tính khoảng 5 ngàn tỉ đôla thương mại hàng năm. Sáu quốc gia đòi chủ quyền. Một vùng biển. Đó chỉ là bề nổi của vấn đề.
Chào mừng các bạn tới Biển Đông, vùng biển chung của Đông Nam Á. Biển Đông là nơi có nguồn tài nguyên phong phú gần và dưới bề mặt—lòng biển chứa đựng nguồn cá dồi dào và đáy biển hứa hẹn trữ lượng dầu mỏ và khí đốt mà theo ước tính chính thức của Mỹ ít nhất ngang bằng với trữ lượng của Mexico, và theo một số ước tính gây tranh cãi của Trung Quốc, có thể chỉ thua trữ lượng của Ả-rập Saudi. Biển Đông cũng là một trong những tuyến đường biển có tầm chiến lược quan trọng nhất và bị tranh chấp nhiều nhất của thế kỷ 21.
Về phía bắc, Biển Đông giáp với Trung Quốc, nước tuyên bố mình có chủ quyền lịch sử từ hàng trăm năm trước. Ngày nay, Bắc Kinh tuyên bố chủ quyền đối với 95 phần trăm vùng biển này và lệ thuộc vào đó để mang về 80 phần trăm lượng dầu thô nhập khẩu. Bắc Kinh cũng tuyên bố chủ quyền đối với những đảo nhỏ ở Biển Đông và đã bồi đắp một diện tích khoảng 1.300 hectare để duy trì phần lớn là cơ sở hạ tầng quân sự, bao gồm cả những đường băng đủ dài để máy bay ném bom có thể cất cánh và hạ cánh.
Suốt nhiều thế kỉ qua, Biển Đông đã đóng vai trò thiết yếu đối với sự sống còn kinh tế của những nước giáp ranh như Việt Nam, Malaysia, Brunei, và Philippines.
Những quốc gia không có tuyên bố chủ quyền cũng có lợi ích của riêng mình. Ngư trường Natuna giáp với Biển Đông cũng có trữ lượng khí thiên nhiên thiết yếu cho nước Indonesia gần đó.
Xa hơn, Hàn Quốc và Nhật Bản không có tuyên bố chủ quyền ở Biển Đông nhưng lệ thuộc vào quyền tự do qua lại ở đây để đáp ứng hơn phân nửa nhu cầu năng lượng của họ.
Mỹ, bảo vệ lợi ích của mình và của những đồng minh, duy trì một sự hiện diện quân sự trong khu vực. Giới chức Hải quân Mỹ dự định mở rộng lực lượng điều động ra nước ngoài của Hạm đội Thái Bình Dương thêm khoảng 30 phần trăm nữa đến trước năm 2021. []
Trong khi tăng trưởng kinh tế đáng kinh ngạc của Châu Á trong hai thập kỷ qua vẫn tiếp tục, sự ổn định trong khu vực và sự tiếp cận đối với Biển Đông vẫn còn là một vấn đề có hệ quả toàn cầu.
Những vụ đụng độ giữa tàu tuần tra hải quân Trung Quốc và tàu đánh cá của những nước lân cận cho thấy nhiều nguy cơ châm ngòi xung đột quốc tế và đẩy những cam kết an ninh của Washington lên hàng đầu.
Nhiều nước phương Tây đã hối thúc Bắc Kinh tuân thủ Công ước Liên Hiệp Quốc về Luật Biển (UNCLOS), một văn kiện ấn định những khu vực kiểm soát hàng hải dựa trên đường bờ biển. Nhưng Trung Quốc phần nhiều xem những luật lệ quản trị hàng hải mà Liên Hiệp Quốc hậu thuẫn là không tương thích với luật pháp trong nước; tệ hơn họ xem những luật lệ này là những công cụ của bá quyền phương Tây được định ra để hạn chế ảnh hưởng đang lớn dần của Trung Quốc trong tư cách một cường quốc thế giới.

Binh lính Trung Quốc tuần tra trên đảo nhân tạo thuộc quần đảo Trường Sa (Trung Quốc gọi là Nam Sa) trước bia chủ quyền có nội dung: “Nam Sa là đất của ta, thiêng liêng bất khả xâm phạm,” ngày 9 tháng 2 năm 2016.
Mỹ, nước đã ký vào UNCLOS nhưng không phê chuẩn, thường dựa vào thỏa thuận quốc tế này để giải quyết những tranh chấp lãnh thổ.
Vào tháng 7, một ban hội thẩm gồm năm thẩm phán ở thành phố The Hague đã đồng lòng bác bỏ cơ sở pháp lý của gần như tất cả những tuyên bố chủ quyền lãnh hải của Trung Quốc. Trong vòng vài tuần, Tòa án Nhân dân Tối cao của Trung Quốc đã ban hành một quy định khẳng định “cơ sở pháp lý rõ ràng cho Trung Quốc bảo vệ trật tự hàng hải,” trong đó Bắc Kinh tuyên bố sẽ truy tố bất kỳ người nước ngoài nào bị phát hiện đang đánh cá hoặc thăm dò trong vùng biển tranh chấp.
Những phương tiện khác nhằm giải quyết những tranh chấp lãnh thổ phức tạp dường như cũng không hữu hiệu. Bộ quy tắc ứng xử cho Biển Đông của Hiệp hội Các Quốc gia Đông Nam Á, lâu nay đã bị trì hoãn và là văn kiện mà giới chức Bắc Kinh nói sẽ chung quyết vào năm 2017, sẽ không có mấy tác dụng trong việc giải quyết những tuyên bố chủ quyền chồng chéo. Cũng giống như phán quyết của tòa án ở The Hague, bất kỳ tuyên bố nào của ASEAN có tính ràng buộc pháp lý đều thiếu cơ chế có ý nghĩa để thi hành.

Tương lai phía trước

Mỹ lâu nay vẫn nói rằng họ không có lập trường chính thức về tranh chấp Biển Đông, dù Mỹ vẫn hay chỉ trích hành vi của Trung Quốc ở đó và đã mở rộng những liên minh quốc phòng với những nước có tuyên bố chủ quyền chồng lấn.
Khi tân Tổng thống Mỹ Donald Trump nhậm chức, ông có thể sẽ phải nhanh chóng xử lý một cuộc khủng hoảng bên trên Biển Đông. Trước đây, chỉ vài tháng sau khi nhận nhiệm sở, cựu Tổng thống George W. Bush đã phải đối mặt với một cuộc tranh chấp quốc tế gây ra bởi một vụ va chạm trên không giữa một máy bay do thám của Mỹ và một máy bay chiến đấu của Trung Quốc gần đảo Hải Nam.
Chưa đầy bảy tuần sau khi Tổng thống Barack Obama nhậm chức, tàu và máy bay của Trung Quốc đã đối đầu với tàu USNS Impeccable, một tàu do thám tại vùng biển nằm về phía nam Đảo Hải Nam, và ra lệnh cho tàu này rời đi. Mỹ cho biết họ có quyền ở đó và rằng tàu của họ đã bị quấy nhiễu. Bắc Kinh thì bênh vực hành động của mình. Ông Obama phản ứng bằng cách gửi một khu trục hạm có gắn phi đạn điều hướng tới để bảo vệ tàu Impeccable.
Những vụ việc như vậy có thể tiếp tục định hình những tranh chấp khi nó diễn ra trên biển và ở những thủ đô khắp thế giới. Cho tới khi những câu hỏi lớn hơn về chủ quyền lãnh hải được giải quyết, tuyến đường thủy này hứa hẹn sẽ vẫn là điểm tựa mà địa chính trị thương mại quốc tế và nền kinh tế toàn cầu đặt trọng tâm vào. Mỹ, Ấn Độ kêu gọi tự do hàng hải trên biển Đông

Tổng thống Donald Trump (phải) bắt tay thủ tướng Ấn Độ Narendra Modi trong buổi gặp mặt tại phòng Bầu dục ở Nhà Trắng hôm 27/6. Hai nhà lãnh đạo đã ra tuyên bố chung kêu gọi cho tự do hàng hải trên vùng biển Đông đang có tranh chấp.
Hoa Kỳ và Ấn Độ hôm 27/6 kêu gọi tự do hàng hải và giải quyết tranh chấp chủ quyền lãnh thổ, lãnh hải trên biển Đông một cách hòa bình theo luật pháp quốc tế.
Trao đổi với các nhà báo tại Vườn Hồng, Toà Bạch Ốc sau cuộc gặp với Tổng thống Mỹ Donald Trump, Thủ tướng Ấn Độ nói:
“Trong khu vực Ấn Độ-Thái Bình Dương, để duy trì hòa bình, ổn định và thịnh vượng khu vực, đây cũng là một mục tiêu khác trong quan hệ hợp tác chiến lược của hai nước chúng tôi.”
Một thông cáo chung về cuộc gặp thượng đỉnh sau đó nói rằng trong tư cách là những người tự coi có trách nhiệm đối với tình hình Ấn Độ -Thái Bình Dương, Tổng thống Trump và Thủ tướng Modi đồng ý rằng một mối quan hệ đối tác mật thiết giữa Hoa Kỳ và Ấn Độ là điều thiết yếu cho hòa bình và tình trạng ổn định trong khu vực.
Bản thông cáo chung viết: “Thừa nhận sự tiến bộ đáng kể đã đạt được trong các nỗ lực này, hai nhà lãnh động nhất trí sẽ đề ra các biện pháp khác nữa để tăng cường quan hệ đối tác.”
Tuyên bố chung Mỹ-Ấn còn nói rằng 2 nhà lãnh đạo Mỹ-Ấn cam kết tôn trọng một số quy tắc chung cho khu vực, theo đó cần tôn trọng quyền chủ quyền và luật quốc tế và quyền của mọi quốc gia được trở nên thịnh vượng, theo tinh thần các nguyên tắc căn bản của Hiến chương Liên Hiệp Quốc.
Tổng thống Trump và Thủ tướng Modi tái khẳng định tầm quan trọng của việc phải tôn trọng tự do hàng hải, tự do hàng không và thương mại trên toàn khu vực.
Tuyên bố chung được đưa ra giữa lúc Bắc Kinh trở thành tâm điểm của các cuộc tranh cãi gay gắt về chủ quyền ở cả biển Đông lẫn biển Hoa Đông. Bắc Kinh đã xây dựng và quân sự hóa nhiều đảo, bãi đá do họ kiểm soát trong khu vực.

          Kisah 'Tukang Sampah' Jakarta Ditayangkan Televisi Inggris BBC   
Laporan mengenai kisah tukang sampah Jakarta yang disebut sebagai kota dengan pertumbuhan kota yang cukup pesat di dunia ditayangkan stasiun televisi Inggris BBC2, Minggu (29/1) malam. Laporan wartawan BBC London berjudul 'Toughest Place to be a binman' membandingkan tukang sampah di London dan Jakarta menarik perhatian masyarakat Indonesia tidak saja di Inggris tetapi juga di Brussel,dan Amerika Serikat yang bisa menyaksikan tayangan tersebut melalui BBC Iplayer.

Selama satu jam laporan mengenai kisah Imam, tukang sampah di Jakarta yang bekerja mengumpulkan sampah setiap harinya dengan gerobaknya sementara diawal tayangan, tukang sampah dari Inggris Wilbur Ramirez mengunakan truk dan bekerja dengan dua rekannya.

Dalam laporan mendalamnya itu, BBC London membandingkan bagaimana kerja tukang sampah yang dikenal dengan binman di Inggris dengan tukang sampah di Jakarta yang sangat jauh berbeda dilihat dari berbagai segi bahkan kesehatan dan keselamatan.

Bahkan Wilbur Ramirez, ayah dua anak itu pun hidup bersama Imam dan keluarganya di perkampungan miskin ditengah tengah kehidupan kota Jakarta yang kaya dan sangat timpang antara yang kaya dan miskin. Wilbur Ramirez, selama 10 hari, mengikuti Imam bekerja mengumpulkan sampah di kota yang disebutkan sebagai kota yang padat penduduk dan sampah menjadi masalah besar.

"Kamu bekerja dengan siapa saja," tanya London binman Wilbur Ramirez kepada Imam yang dijawab ia bekerja sendiri mengumpulkan sampah dari rumah ke rumah.


Melihat kehidupan Imam, ternyata Wilbur seringkali merasa terharu dan bahkan meneteskan air mata. Mana mungkin dengan gaji yang tidak seberapa Imam dapat hidup bersama anak dan istrinya meskipun mereka sama-sama bekerja sebagai tukang sampah selama lima tahun. Dalam laporannya disebutkan Wilbur pun ikut mengumpulkan sampah dan bahkan menjajal melakukannya seorang diri dari rumah ke rumah.

"Sampah........," demikian teriak Imam, ayah dua anak ini sehari-hari menjalankan aktfitasnya sebagai pengumpul sampah. Wilbur pun tidak dapat membendung air matanya ketika berkisah bagaimana kehidupan Imam dengan keluarganya yang tidak tersentuh oleh pelayanan kesehatan.

Dari dunia kesehatan dan keselamatan sadar pengelolaan limbah Inggris, Wilbur pun merasa takjub bagaimana sampah yang menumpuk di Bantargerbang dan dikerumuni oleh para pemulung tanpa memperhatikan kesehatan dan keselamatan mereka.

Diakhir laporan Wilbur yang tidak dapat membayangkan perjalanan kehidupan Imam dengan gaji yang tidak seberapa itu menemukan kehidupan Imam yang mendominasi, dan ketidakberdayaannya untuk mengubah keadaannya. Pada akhirnya setelah Wilbur berbicara dengan ketua RT yang minta agar Imam mendapat kenaikan gaji pun dapat dikabulkan.

Zulindatando Berry Natalegawa menulis di laman Facebook-nya "sediiiiiih banget liat acara di BBC 2 di London hari ini acara seorang binman London ke Jakarta berbagi pengalaman".

"Sangat memalukan sekali kota Jakarta ternyata sangat kotor dan masih terbelakang sekali cara kerjanya," ujar istri Berry Natalegawa, kakak Menlu Marty Natalegawa. Menurut Linda, demikian Zulindatando Berry Natalegawa, biasa disapa seharusnya para pejabat malu menyaksikan acara yang menjadi perhatian masyarakat di Inggris.

Laporan dari BBC itu pun menjadi bahan diskusi di laman facebook yang antara lain disebut oleh Lies Parish meskipun sama berprofesi sebagai tukang sampah atau binmen namun pekerjaan dan kehidupan mereka sungguh jauh berbeda.

Bahkan London binmen pun sampai menangis menyaksikan bagaimana tukang sampah di Jakarta, ujar Lies Parish yang lebih dari 14 tahun menetap di Inggris. Hamiyah Panama, ibu Amelie yang pernah menetap di Inggris dan kini tinggal di Brussel yang juga menyaksikan tayangan tersebut mengakui bahwa acara benar-benar kontras kehidupan di sana, miris.

Begitupun yang ditulis Tjatri Dwimunali yang tinggal di Bristol menulis tukang sampah di Inggris yang ikut bekerja sebagai tukang sampah di Jakarta pun merasa prihatin akan nasib tukang sampah di Jakarta, dan bahkan sering menangis melihat keadaan tukang sampah di Jakarta.

2017 is the fiftieth year since the establishment of the Association of South East Asian Nations. Today, the ASEAN acronym and its politico-geographic grouping is familiar, and respected, world over. It is no secret that economic indicators are very good for the ASEAN. The emerging markets in the region make it an attractive business destination, and the role played by the ASEAN with its focus on security, and shared development, cannot be over estimated. The Connectivity Master Plan ASEAN 2025, to promote physical connections between institutions and people, is very exciting. As is the role played by the ASEAN Foundation to bring people together, to see how they can participate building the ASEAN Community.

However, people from outside the region, who choose to work here, would need to keep an open mind and have the ability to learn to adapt to diverse cultures. The ASEAN market is not a monolith - it encourages innovation, experimenting with new ideas, ingenuity, disruption, and disruptive technologies that are beneficial, to deliver to different market segments. But one would have to step beyond the familiar, and work with languages and cultures that are very different from other parts of the world. Learning the local language is not strictly necessary, but proficiency in it would be a great asset, as you would be more comfortable moving around and working within the diverse market. It is not an easy task, as there isn't a pan-ASEAN language. Bahasa would work in Malaysia, Indonesia, Singapore and Brunei. But not in the Philippines, Myanmar, Cambodia, Vietnam, Laos and Thailand. Cultural Intelligence, however will work – everywhere. And it holds the key to opening doors, establishing relationships, and enabling collaboration.

A different kind of leadership is required to build bridges between cultures. I feel that Common Purpose, with their pedagogy of Cultural Intelligence and Crossing Boundaries, gives one the right knowledge and leadership skills to work with different people, across sectors, at all levels of organization, and with different sensitivities. Relationship building in the ASEAN relies on trust; mutual respect; on informal agreements across diverse stakeholders. Cultural Intelligence is a useful tool to operate successfully in ASEAN's cities.

ASEAN cities are the epicentre of growth. They are transforming rapidly, and modernizing across the region. However, I also see a resurgence of appreciation of heritage. There is more emphasis on not losing the cultural, and historical place; a desire to move forward without destroying the past. And this is where I believe shared knowledge, another key learning from Common Purpose plays a vital role. We realize we are quite similar to one another and should combine efforts to work better. Shared knowledge, where we could know what others are doing; shared learning from each other; and shared information; could prevent us from having to reinvent the wheel to take the region further.

The importance of the Fiftieth Anniversary of the ASEAN cannot be overstated. But going forward, it is key to sustain the momentum of the 50th year, with high levels of visibility. Countries that chair the ASEAN over the next few years, should move beyond ad hoc measures, to boost people-oriented and people-centred initiatives. More can be done for the free movement of workers and professionals. There are costs involved, and that partly accounts for slow progress on the ground. An integrated approach with the private sector and necessary funding, would make a huge difference in driving people beyond thinking ASEAN, to doing ASEAN.

          Akhir Pelarian TKW Terduga Pembunuh 2 Warga Singapura   

Jajaran Polres Tanjung Jabung Barat (Tanjabbar), Jambi baru saja menangkap seorang perempuan berinisial K. Wanita 40 tahun itu ditangkap diduga karena terlibat pembunuhan dua warga Singapura.

Dari informasi yang di dapat, sebelum ditangkap, K datang ke Kabupaten Tanjabbar melalui jalur laut dari Batam dan singgah di Pelabuhan Kuala Tungkal, Kabupaten Tanjabbar pada Selasa, 27 Juni 2017.

Saat ditangkap, K yang berdasarkan tanda pengenal tercatat sebagai warga Sawah Besar, Jakarta Pusat itu berada di sebuah warung internet atau warnet. Saat dicek, perempuan berambut pendek itu tengah membuka informasi melalui laman internet terkait kasus terbunuhnya sepasang lansia di Singapura.

Kabid Humas Polda Jambi, AKBP Kuswahyudi Tresnadi membenarkan penangkapan tersebut. Menurut Kuswahyudi, K yang berdasarkan kartu identitasnya tercatat sebagai warga Sawahan Besar, Jakarta Pusat ini sebelumnya adalah seorang TKW yang bekerja di Singapura.

Dari penyelidikan sementara, K diduga ikut terlibat kasus pembunuhan dua orang warga Singapura yang terjadi pada 21 Juni 2017 lalu.

"Terlebih dahulu identitasnya dicek, ternyata sesuai dengan terduga pelaku (pembunuhan) itu. Akhirnya petugas melakukan penangkapan," ujar Kuswahyudi di Jambi, Sabtu, 1 Juli 2017.

Ia mengatakan, sebelum penangkapan itu, anggota Polres Tanjabbar menerima informasi dari warga yang menyebutkan ada seorang wanita dengan gerak-gerik mencurigakan. Wanita tersebut juga sempat terdengar berbicara melalui telepon soal kasus pembunuhan di Singapura.

"Dari penelusuran sebelum penangkapan, wanita itu menginap di salah satu hotel di Kota Kualatungkal. Setelah dicek tertangkap di sebuah warnet," ucap Kuswahyudi.

Sejumlah barang bukti juga ikut disita dari tangan K, seperti paspor dan lima buah jam tangan ternama. Ada juga tiga unit telepon genggam merek Iphone dan Nokia, satu unit laptop serta beberapa perangkat komputer lainnya.

Polisi juga menyita uang senilai Rp 801 ribu serta beberapa lembar uang asing seperti dolar Singapura, Myanmar, dolar Kanada, dolar Amerika, Yuan dan Ringgit Brunei.

Selain itu, ada juga sebuah buku catatan, cincin, gelang giok, sebuah kalung emas dan beberapa tas milik K.

Usai penangkapan itu, K yang tercatat lahir di Kebumen, Jawa Tengah ini mengakui baru saja membunuh di Singapura. Untuk pemeriksaan lebih lanjut, ia kemudian dibawa ke Polda Jambi.

Kalau kita seorang yang ligat menipu
orang akan ketawakan kita bukan setakat di kampong Felda New Zealand Pahang  sahaja tetapi juga di seluruh pelusuk dunia
bila kita mandai mandai nak bagi satu ucap utama
dalam satu persidangan .. berjudul  harga diri, maruah kita menuju arah Negara maju. pada tahun 2050.

Apalah faedah bercakap mengenai perkara itu bila kita sendiri
berstatus kotor .. menipu, mengemis sana dan sini .. dan seterusnya?

Tengok sahaja sesetengah  mek Kelantan berhari raya .  bahagian atas cantik tutup ala bertudung tetapi bahagian bawah .. mereka berseluar ketat .. Nampak bentuk fizikal j#bur.  Atau mu napok gapo pok mat weh? Anok mu tuuuuuuu.
Bila begitu ..maruah colonial dari England mereka berada di tahap teratas.

4) Orang  Melayu terkenal dgn sopan dan santunnya  (rujuk Munshi Abdulllah)
Dari meja makan, majlis kenduri khawin, dunia akedemik ..  gelagat pemandu pemandu di jalan raya ..  bangsa melayu tinggi
dengan tahap kesopannya.
 Pijak semut, gelek tubuh biawak   tak mati, kau kata?


Itulah maruah kita.

Dalam kitab agama ..macam macam disebut,
kita pakar bahagian angguk menggangguk bagaikan pak pandir di masjid dan surau. Waktu pagi kita angguk dan waktu malam pun tengkuk kita tak berhenti menggangguk ..  (kasihan)

tetapi dalam amalan harian

begitu kah kita?  Ada orang melintas kenderaan orang ikut kiri, ada orang menggunakan laluan kecemasan.

Di tandas ..ada orang tak flush.
Di tandas ,  ada orang kencing berdiri dan menembak di dinding ..basah dan baunya kuat ..tanda kita baru sahja  selesai makan petai dan buah jering, kedas dan tempoyak durian.

Kalau kita buat lain dari yang kita tahu
adakah ini tidak mengganggu nilai maruah diri satu bangsa bergelar MELAYU?

Jawab ..jangan tak jawab.

Bila dah jawab
ajarlah kpd anak anak, anak murid, pelajar pelajar kita semua

bahawa kita berkemungkinan sudah jauh
terpesong dari target yang asal.  Atau mu rasor guanor?

Bukan sahaja di mimbar khutbah ..bahkan kita mesti berani bercakap di kedai kedai kopi , sekolah  dan university secara santai atau 'formal'.

          Fingerhüte / Fingerbøl   
Gestern haben wir das Wohnzimmer renoviert und bei deshalb musste der Setzkasten mit den Fingerhüten von der Wand genommen werden. Ich habe die Gelegenheit genutzt, um den Setzkasten samt Inhalt zu entstauben. Das war dringend mal wieder nötig und gehört nicht zu meinen Lieblingsbeschäftigungen. In jedem Fingerhut steckt ein kleiner Zettel, auf dem ich den Namen desjenigen von dem ich ihn bekommen habe, sowie den Namen des Landes oder der Stadt aus der der Fingerhut stammt, notiert habe. Deshalb kann ich sie nicht einfach zusammen abwaschen, was deutlich einfacher wäre. Nachdem ich diese Hürde genommen hatte, habe ich die Fingerhüte nach Ländern sortiert und den Setzkasten wieder bestückt.
Die Idee mit den Zetteln habe ich mal irgendwo aufgeschnappt und gestern habe ich mich wieder darüber gefreut. Denn einige der Fingerhüte tragen keine Aufschrift, und ohne Zettel hätte ich mich kaum daran erinnert, welcher Fingerhut z. B. aus dem Sultanat Brunei stammt. Ausserdem ist es schön zu wissen, von wem die Schätze stammen :-)

I går skulle stuen males og derfor skulle sættekassen med fingerbøllene tages ned. Jeg benyttede lejligheden og støvede både sættekassen og alle fingerbøl af. Det var virkelig på tide og det er bestemt ikke noget jeg elsker at gøre. I hvert fingerbøl ligger en lille lap med navnet på den glade giver og navnet på land eller by som den stammer fra. Derfor kan de ikke bare vaskes af sammen i en balje. Da  det var overstået, har jeg sat dem på plads og samtidig sorteret dem efter lande.
Ideen med de små lapper har jeg fundet på nettet og den er faktisk ret smart, fordi der ikke altid står på fingerbøllene hvor de kommer fra. Uden den lille lap havde jeg nok ikke husket hvilket af fingerbøllene f.eks. der stammer fra Sultanatet Brunei. Og så er det også hyggeligt at kunne se hvem jeg har fået fingerbøllene fra :-)
          Laos' first cardinal focused on evangelization, dialogue   

Pakse, Laos, Jun 29, 2017 / 03:45 pm (CNA/EWTN News).- When selecting new cardinals, Pope Francis has often sought to go to the “peripheries” of the Church, which is particularly notable in his elevation of Cardinal Louis-Marie Ling Mangkhanekhoun of Paksé.

Cardinal Ling's local Church is an apostolic vicariate in Laos, a communist country of southeast Asia where Catholics make up only about one percent of the population. He is the first cardinal to hail from the nation.

The newly-minted cardinal’s resume includes a number of issues of keen interest for Francis, including evangelization, pastoral aid for the faithful where the Church is persecuted, a use of dialogue in diplomatic relations, and a concern for the environment.

Born in Laos in 1944, Cardinal Ling attend a seminary of the Voluntas Dei Institute (associated with the Oblates of Mary Immaculate) in Canada, and was ordained a priest of the Vicariate Apostolic of Vientiane in 1972, three years before the communist takeover of the country.

He was appointed vicar apostolic of Paksé in 2000, and consecrated a bishop the following year. He was elevated to the cardinalate June 28.

Cardinal Ling’s ministry in the majority-Buddhist country has been greatly varied as he has responded to the unique challenges facing the Church and the people there. Catholics number just over a mere 45,000 in the country of 7 million, and are served by only 33 priests.

“We are in the minority as Catholics, but we understand each other always; whether you are a cardinal or not, you are the same, you have to be simple and really with the people,” he told CNA.

Given such a small Catholic population, Cardinal Ling, 73, has long placed importance on catechesis and evangelization. Many married missionaries, as well as the country’s seminarians, go into villages to minister to the Catholic flock there. He is also described as placing an emphasis on integrating Christianity into the local culture in order to promote harmony with the religious majority of the country.

The communist takeover in 1975 posed a great challenge for the Church in Laos, which, anticipating persecution, stopped or scaled back many of its public liturgies and catechetical programs. Foreign missionaries were expelled. However, a surprisingly tolerant government has since allowed for the re-growth of the Church. However, the Church still faces challenges from the powers that be.

“The Church is treated very poorly in Laos – probably the worst in ASEAN (Association of Southeast Asian Nations) save for Brunei,” a “well-place[d] diplomat source” told UCA News in May.

Cardinal Ling is noted for having good relationships with government authorities. Despite challenges, the cardinal holds out hope for the future of his flock. While Laos is one of the few countries lacking full diplomatic relations with the Vatican, progress has been made in the recent past, and the presence of a Laotian in the College of Cardinals will offer a prime opportunity for continued building of these relationships.

Fr. Raphael Tran Xuan Nhan of Vietnam, who has worked in Laos since 2005, described Bishop Ling to UCA News as a “kind, friendly, wise and open-minded man” who is “interested in evangelization work and welcomes all foreign missionaries to his country.” He describes the cardinal's diplomatic approach as “dialogue rather than confrontation.”

The beatification of 17 martyrs from the region, killed by communist forces in the second half of the twentieth century, was yet another sign of warming Church-state relations, as well as providing a sense of renewal for local Catholics.

The new cardinal has also spoken out of concern for the environment, responding to fast-paced deforestation in the region.

“Now we are starting to destroy ourselves,” he said, as reported by UCA News. “It’s not from climate change itself but [it is] coming from human beings and humans doing something very wrong to destroy the earth.”

The elevation of Ling to the College of Cardinals represents a peripheral perspective from a long-time pastor with broad experience in many of the challenges facing the Church today.

          UNCTAD Investment Policy Monitor   
In the March 2017 issue of its Investment Policy Monitor, UNCTAD reports that, during the review period (October 2016-February 2017), several countries took noteworthy investment policy measures at a national level. Among them are the issuance of a comprehensive circular to attract foreign investment in China. Another important featrure was new privatisation measures in France, Greece, South-Korea, The Netherlands and the Russian Federation. On the other hand, Indonesia introduced a foreign ownership limit on electronic payment service firms.

The universe of international investment agreements (IIAs) is expanding, as countries continue to sign and negotiate new IIAs, including megaregional initiatives. During the reporting period, countries concluded 11 bilateral investment treaties and 2 treaties with investment provisions, bringing the total of IIAs to over 3,300.


Entry/Establishment of investment 

18 countries - Argentina, Brazil, Canada, China, Colombia, France, Germany, Greece, India, Indonesia, (South-) Korea, Myanmar, the Netherlands, Romania, Russian Federation, United States of America, Uzbekistan ad Viet Nam -adopted new policy measures relating to the entry and establishment of foreign investors. The majority of them relaxed restrictions on foreign ownership or opened up new business opportunities.

Among the most noteworthy investment liberalisation measures are:

* China issued a circulat setting out the blueprint for its policies on attracting foreign investment. Inter alia, the Government decided to revise the "Catalogue for the Guidance of Foreign Investment industries", and to further open various industries.

* The Central Bank of India amended regulations in order to further liberalise and rationalise the investment regime for foreign venture capital investors and to encourage foreign investment in startups.

New regulatory or restrictive investment-related policy measures included:

* Indonesia imposed a 20% limit on foreign ownership in companies that offer electronic payment services

* The United States prohibited the acquisition of a U.S. subsidiary of Aixtron by a Chinese company on the basis of national security concerns.

Treatment of established investment 

10 countries - Argentina, China, Colombia, Iceland, India, Indonesia, Jordan, Myanmar, Poland and Romania - took measures with respect to the treatment of investors after establishment in the host country. For example:

* Indonesia increased the minimum local content requirement for domestically-produced 4G smartphones that are sold in the Indonesian market from 20% to 30%.

* Myanmar revoked the ceiling on the amount of funds that foreign-local joint venture trading firms can use in their operations. This removes the obligation to register any additional amounts of foreign currency required for investment purposes.


International investment agreements (IIAs) signed

During the reporting period, 11 bilateral investment treaties (BITs) were signed, including:

* BIT between Nigeria and Singapore (4 November 2016)
* BIT between Chile and Hong Kong SAR (18 November 2016) 
* BIT between Israel and Japan (1 February 2017) 

Regional Comprehensive Economic Partnership (RCEP)

On 1-10 December 2016, the 16th round of negotiations for RCEPT. involving the 10 members if the Association of Southeast Asian Nations (ASEAN), plus 6 other countries from the region, were held in Tangerang, Indonesia. Discussions focused on trade in goods, trade in services, investment, intellectual property rights, competition and e-commerce. The chapter on Small- and Medium-sized Enterprises was concluded during this round. This is the second chapter to eb concluded since the inclusion of the chapter on Economic and Technical Cooperation at the 15th round in Tianjin, China. The 17th round of RCEP negotiations took place in Kobe, Japan, from 27 February - 3 March 2017.

Trans-Pacific Partnership Agreement (TPP)

On 30 January 2017, the United Stats issued a letter to signatories of the Trans-Pacific Partnership Agreement (TPP) that it has formally withdrawn from the agreement and that it has no legal obligations arising from its signature on 4 February 2016. The TPP was originally signed between Australia, Brunei Darussalam, Canada, Chile, Japan, Malaysia, Mexico, New Zealand, Peru, Singapore, the United States and Viet Nam on 4 February 2016. 

Lima Declaration of the Free Trade Area Asia-Pacific 

On 20 November 2016, the Asia-Pacific Economic Cooperation (APEC) Leaders' Meeting was held in Lima, Peru, where the Declaration on advancing quality growth and human development was adopted. Annex A to the Declaration, entitled "Lima Declaration on Free Trade Area of the Asia-Pacific (FTAAP)". encourages the "conclusion of comprehensive and high-quality" regional trade agreements and free trade agreements. 

Bilateral Trade and Investment Agreement between the EU and India

On 20 February 2017, EU Parliamentarians visited India to discuss matters cncerning EU-India ties, in particular, India BITs with EU member states, which will cease having effect on 31 March 2017. However, investments made prior to the termination would enjoy continued protection under the sunset clauses of the old BITs. The EU delegation discussed with India the possibility of extending the effective termination dates of the BITs by at least 6 months. Discussions also focused on the negotiations of the Bilateral Trade and Investment Agreement with India, which have been ongoing since 2007.

ASEAN leaders adopted the ASEAN Economic Blueprint in 2007 to be the masterplan for the establishment of the ASEAN Economic Community (AEC) by 31 December 2015 and eventually a full-fledged ASEAN Community by 2020.

Recently, the Dutch Business Association Vietnam (DBAV) organized a luncheon talk, under the name 
"ASEAN Economic Community - 2015 & beyond" in Ho Chi Minh City. 

In my 45-minute talk, I outlined both the achievements thusfar and the challenges still ahead. Although the ASEAN-6 states (Brunei, Indonesia, Malaysia, Philippines, Singapore and Thailand) have managed to make significant progress on import tariff eliminations and the easing of foreign investment regulations, the other member states (Cambodia, Laos, Myanmar and Vietnam) are lagging behind and need till at least 2018.

Intra-ASEAN trade stands at around 25% and cross-border M&As at around 9%, with Malaysia, Singapore and Thailand as frontrunners. This relatively low figure (which, off course, excludes major investors (and non-ASEAN states) China and Japan), however, will rise, due to the fact that, in particular, the cross-border investments into Myanmar have risen dramatically in 2014 and will continue to do so in 2015. 

Sceptics have pointed out that economic disparison between member states will prove to be a major hurdle in realising a true AEC. But even within the EU, there is still a large economic divide between the Nordic countries and Eastern Europe member states and the fact that a powerful economy like Germany plays a leading role in the Union (as Singapore, Malaysia and Thailand do in ASEAN), is not necessariy a bad thing. While ASEAN multinationals have been engaged in cross-border investments for quite some time, the AEC will, in particular, open doors for SMEs of, for example, tech-savy young Vietnamese and Indonesians to take on cross-border adventures.

Is 31 December 2015 a deadline ? No, it is rather a milestone in the work in progress, which is called "ASEAN Community".

          Mudik and Lebaran in Indonesia   
This was the first time I was in Indonesia during Idul-Fitri, or Lebaran, when Indonesians celebrate the end of Ramadan, the Muslim vasting month. I was warned that travelling in the days around Lebaran would be hazardous as millions of Indonesians are leaving the cities to go home to their home towns to celebrate the occasion with family members.

This massive exodus is called "mudik" or, jokingly, "pulang kampung" (going home to the village). When American President Obama visited Indonesia in November 2010, one of the few words Bahasa Indonesia he remembered was pulang kampung, he was saying in his speech at the Universitas Indonesia (UI). A big round of applause and laughter followed.

As it is in Thailand during Songkhran (Thai New Year) in April, when millions of Thais are leaving the capital of Bangkok to travel upcountry, the Indonesian capital of Jakarta is virtually empty during Lebaran. No traffic jams this time, but deserted streets. Even the ever-crowded, numerous shopping malls in the city are quiet. The only people visiting the malls are the Chinese, who, largely being Christian, do not celebrate Lebaran.

In 2011, the Indonesian government made the mistake of, at the last moment, declaring Lebaran officially on August 31st, while neighbouring Malaysia, Brunei and Singapore marked a day earlier, August 30th, as the official day which ended the vasting month. This caused confusion and even anger among Indonesians as they had to postpone their planned celebrations with another day.

As a result that year's mudik became even more chaotic as travel plans had to be changed overnight. Popular mudik routes such as Bandung-Garut and Bandung-Subang, which are usually 2-3 hour journies, became 8-9 hour nightmares with an endless stream of cars and motorcycles filling up the roads.

In the days leading up to Lebaran I was intrigued by seeing people offering packages of brand new bank notes for sale along the street. I was told that, as it is custom to hand out money to small children within in the family during Lebaran, one prefers giving new crispy bank notes over old fumbly dirty bank notes. Creative as Indonesians are, for a few extra Rupiahs you can buy packages of new bank notes from these street vendors!

          Banjir di Kelantan; Bala Dari Allah?   

Bismillah walhamdulillah...

Semalam lepas habis mengajar, kami terus bergerak ke usrah di Pasti berhampiran. Ust. Hishamudin seperti biasa, tepat pada masanya menanti kami memenuhi ruangan. Allah terus bagi beliau kekuatan, walau beliau terlihat sudah tua dan bertongkat kerana tidak berapa sihat. Moga Allah terus pelihara dirinya dalam perjuangan ini.

Usrah semalam, di saat awal usrah otak ligat berfikir, mencerna fakta dan ilmu yang diutarakan berkaitan pengertian Toghut dalam Surah al-Nahl ayat 36, pada pandangan Ibu  Qayyim dan beberapa ulama' tafsir yang lain. Saya hanya khusyuk mendengar, tanpa tangan digerakkan untuk menulis isi-isi usrah yang diberikan. Beliau mengulas beberapa ayat al-Quran yang menyebut perihal Toghut. Beliau mengaitkannya sebagai sebab kuat beliau memilih berjuang dalam PAS berbanding parti politik yang lain. Namun itu bukan yang ingin saya fokuskan pada entry kali ini.

Apa yang ingin  saya kongsikan di sini adalah ulasan Ust Hishamudin berkaitan 'Sebab-sebab Allah Turunkan Bala Atau Azab Kepada Sesuatu Kaum.'

Ada empat faktor:

1) Menentang ajaran Rasul dan Allah swt. (Al-A'raf : 94)

2) Sikap kaum itu yang tidak bertindak untuk mencegah kemungkaran yang terzahir. (Al-Anfal : 25)

Faktor kedua ini membuat kita yang kononnya baik ini 'tersentap' dan perlu muhasabah. Kerana Allah tidak menurunkan azab kerana orang yang berbuat maksiat, tapi kerana kita yang mengaku daei tidak menjalankan tugas daei, sedangkan dia mampu mencegahnya dan menegurnya. Maka Allah meratakan azabNya kepada seluruh kaum tersebut.

Untuk isu baru-baru ini berkaitan KPop, kita sebagai daei perlu ingat akan perkara ini. Sudahkan kita bersungguh menyampaikan kepada mereka berkaitan pemahaman syariat? Kutuk-kutuk juga, namun kutuk diri sendiri dulu sebelum kutuk sang mad'u. Ingat, Allah tak azab yang bermaksiat sahaja, jika kita tidak bertindak, azab itu tetap akan kita sama-sama rasai.

Perlu kita sang daei untuk sama-sama muhasabah!

3) Ujian kerana kekuatan iman kaum tersebut. Sebagaimana sebuah hadith ada diriwayatkan:

"أشد الناس بلاء الأنبياء فالأمثال فالأمثال"
"Sedahsyat-dahsyat bala ke atas manusia adalah yang diterima oleh para nabi dan orang-orang yang seumpamanya dan yang seumpamanya."

Juga al-Baqarah ayat 155.

Isi ketiga ini yang Ust kaitkan dengan apa yang berlaku di Kelantan, Brunei juga di Acheh yang ditimpa tsunami serta banjir besar setelah kesamaan ketiga-tiganya mengumumkan untuk melaksanakan hudud di negara dan negeri masing-masing. Ujian atas kebenaran mereka untuk laksana syariat. Ujian kekuatan iman mereka.

Allahu Rabbi.

Lalu fakta yang dinyatakan, ahli usrah yang hadir bersama mengiyakan dan mengangguk tanda setuju terhadap fakta hudud tersebut. Sememangnya Brunei pernah banjir besar selepas Sang Sultan mengumumkan untuk melaksanakan hudud di negaranya. Juga di Acheh, tsunami melanda selepas keinginan pemimpinnya untuk melaksanakan hudud. Dan kini, kedua-dua Banda Acheh dan Brunei dalam perlaksaan hudud dengan kaedah perlaksaan mereka yang terancang. Begitulah jua di Kelantan, insyaAllah masa itu makin hampir, apabila ujian banjir besar yang mana kesannya seumpama tsunami memberi banyak kesan dan tarbiyah kepada penduduknya, juga menayangkan kepada setiap yang datang menghulurkan bantuan, betapa nilai dalaman yang ada dalam diri warga Kelantan yang ditemui amat mantap dan hebat.

Saya sendiri mengakuinya. Pengalaman selama hampir 10 hari di Kuala Krai dan Dabong, Kelantan yang merupakan dua lokasi yang terjejas teruk, bertemu mata dan berbual serta mengedarkan bekalan makanan dan keperluan kepada mereka yang ditimpa musibah, tidak seorang pun yang saya temui menjadi 'gila' dengan apa yang menimpa mereka, mahupun suara keluhan, menyalahkan Tuhan dan sikap berkepentingan yang melampau. Rata-rata yang saya temui sangat redha dan yakin dengan aturan Allah, juga masih terus memikirkan nasib saudaranya yang lain, walaupun dirinya sendiri teruk diuji kehilangan harta benda. Sehingga si anak juga masih istiqamah bertudung, yang dewasa terus cuba menutup aurat, walau kekadang kaki diselak untuk melalui selut.

Allah, Allah, Allahu Akbar!

Mungkin ini apa yang dinyatakan, ujian untuk meningkatkan iman. Ujian kerana kekuatan iman yang mereka ada. Ujian kerana mereka benar dalam melaksanakan syariatNya. Tidak dinafikan ada juga dikalangan mereka yang meninggalkan solat, mementingkan diri, namun sejujurnya, saya tidak temuinya sepanjang terlibat dengan misi banjir di sana. Banyak lagi yang saya pelajari dari mereka, yang membuatkan hati menangis, mulut terkunci, mata laju berlari mencari erti di sebalik semua ini.

Pergilah kepada mereka, lalu kalian akan nampak apa yang saya maksudkan. Mereka kehilangan hampir seluruh harta benda, namun mereka masih berkata ini hanya sedikit ujian dari Tuhan!

Jika kita yang ditimpa musibah ini, agaknya bagaimanalah keadaan kita..
Jom, kita muhasabah, lalu doa yang terbaik untuk umat Islam.

Nice review utk aktiviti hjg tahun....walau perit walau padat jadual kerja n masa peribadi, aku tetap bersyukur kerana pastinya Allah menjanjikan suatu ganjaran yg manis utk masa depan...remember dat life is about learning and learning process will never stop.....

1. Siapa yang songlap duit rakyat dalam kes 1MDB.
Jawapan : Firma Audit Bebas terkemuka dunia Deloitte, PAC, Ketua Audit Negara semua dah siasat dan Audit akaun 1MDB, takde sorangpun kata duit 1MDB hilang. Yang hilang duit IPIC, yg seleweng pengurusan lama Aabar sendiri. Duit rakyat mana yang kena songlap?

2. Siapa yang kurangkan bajet pendidikan.
Jawapan : Bila Amerika menghasilkan Shale Oil, pengeluaran minyak mereka meningkat 2.5 kali ganda mengakibatkan harga minyak jatuh teruk. Hasil minyak Malaysia hilang 35.9b tahun 2016 berbanding hasil 2014.  Semua bajet kena potong semasa pendapatan merosot.  Dalam kehidupan berkeluargapun kadang-kadang kena potong bajet bila hilang pendapatan. Bila pendapatan pulih semula, apa yang dipotong nescaya akan dikembalikan In Sya Allah.

3. Siapa yang menyebabkan ekonomi Malaysia merudum.

Jawapan : Kali terakhir Malaysia berhadapan kegawatan ekonomi ialah pada tahun 1997-1998. Masa Pengerusi PPBM jadi PM dan Ketua Umum PKR jadi Timbalan PM.  Ekonomi Malaysia merudum ni definisi siapa? Mahathir ke? Zaman dia kita berhutang hingga lebih 100% berbanding KDNK pun kita tak bankrap. Apatah lagi zaman Najib yang ada disiplin ekonomi yang kuat. Kita letak syiling nak berhutang tak boleh lebih daripada 55% berbanding KDNK. Setidak-tidaknya Najib berjaya menurunkan kadar hutang kita dari 54.5% tahun 2015 kepada 52.7% tahun lepas. Takkan ekonomi merudum tahun lepas pertumbuhan ekonomi masih 4.2%. Suku terakhir naik 4.5% dan suku pertama tahun ni naik 5.6%, iaitu tertinggi dalam tempoh 2 tahun. Yang cakap ekonomi Malaysia merudum ni Prof ekonomi dari kilang Ketum ke?

4. Siapa dalang di sebalik hilangnya duit tabung haji, tabung angkatan tentera, tabung pesara, duit KWSP dan lain2.
Jawapan :  bila masa pulak duit tabung Haji,  tabung angkatan tentera, tabung pesara dan duit KWSP hilang? Cuba bawa keluar report polisnya kalau ada.  Tak habis-habis tabur fitnah, tak baca surat khabar ke? Walau teruk macamana kedudukan ekonomi global, agensi-agensi tersebut tidak pernah gagal memberi dividen dan bonus yang memuaskan untuk pencarum dan pemegang saham mereka.

5. Siapa yang hapuskan subsidi.
Jawapan : Ya Kerajaan BN yang hapus. Tapi subsidi yang macamana kita hapuskan? Kita hapus subsidi pukal yang menguntungkan golongan berada.  Contohnya subsidi gula, rakyat biasa dulu dapat subsidi 34 sen je sekilo, paling kuat satu keluarga pakai 2-4 kg sebulan. Tapi yang guna beribu kilogram gula setiap hari ialah kilang-kilang termasuklah kilang arak yang menggunakan banyak gula.  Sama juga dengan subsidi petrol, kajian Kementerian Kewangan mendapati 70% subsidi bahan bakar petrol dan diesel dinikmati oleh mereka yang berada.  Sebab lagi besar kereta mereka, lagi kuat makan minyak, lagi banyaklah subsidi yang mereka dapat dari kerajaan.  Adil ke macam tu? Itu sebabnya kerajaan tarik subsidi pukal seperti ini dan pulangkan ianya kembali kepada mereka yang betul-betul memerlukan melalui subsidi yang lebih mensasar seperti BR1M, Bantuan Persekolahan 1 Malaysia, Kad Siswa 1Malaysia, Subsidi Mendaratkan Ikan Kepada Nelayan, Subsidi Musim Tengkujuh kepada Penoreh yang tidak dapat keluar menoreh sekitar bulan November, Disember dan Januari dan pelbagai subsidi lain.

6. Siapa yang jual hak milik kekal di forest city.
Jawapan : Rata-rata orang Johor tahu bahawa tanah Johor banyak tergadai kepada rakyat asing masa Presiden PPBM menjadi MB Johor.  Daripada terus membiarkan tanah-tanah di Johor jatuh ketangan asing, strategi Kerajaan Johor mewujudkan pulau buatan manusia ditengah laut untuk dibina Forest City merupakan pendekatan diluar kotak. Rumah yang dijual berbentuk kondo mewah yang hanya memiliki status hak milik strata dan harganya sangat mahal. Setiap rumah yang dijual sebahagian besar menjadi hasil kerajaan negeri. Dana ini kemudiannya disalurkan untuk membeli tanah dan membina rumah mampu milik untuk rakyat Johor.  Saya sebagai anak Johor berbangga kerana dibawah pemerintahan MB sekarang, tanah Rezab Melayu di Johor semakin bertambah saban tahun dan bukan merosot macam masa boyfriend Nika Gee berkuasa.

7. Siapa yang robohkan dan jual tanah kem tentera Sungai Besi dan beberapa kem tentera yang lain.
Jawapan : Pengkalan Tentera Sungai Besi dah lama sudah tidak strategik sebagai pengkalan tentera. Mungkin mamat yang pertikai penjualan Kem Sg Besi ni bengang kerana syarikat kroni Tun Mahathir, YTL tidak memenangi bidaan tanah yang dikenali sebagai Bandar Malaysia itu.  Kalau YTL yang dapat, tentu depa senyap. Untuk makluman kamu, sejak zaman komunis lagi pesawat kita di pengkalan udara Sg Besi tu pernah di bom guna pelancar roket dari tepi jalan Sg Besi. Strategik apa namanya kalau pengkalan tentera kita terdedah dengan serangan musuh semudah itu? Keduanya, sedarkah kamu bahawa pesawat tentera udara ni makin lama makin besar dan makin canggih.  Maka sudah semestinya ianya memerlukan landasan yang lebih panjang dan lebar.  Mungkin pemfitnah ni tak sedar bahawa Pengkalan Udara Sg Besi ni hanya diguna oleh pesawat chesna dan peminat glider sahaja, pesawat buruk macam Charlie pun tak guna Pengkalan ini. Macam mana kita nak gunakan untuk mendaratkan pesawat baru yang jauh lebih besar? Ini belum cerita masalah lain termasuk menara kawalan dan risiko kemalangan bila pesawat membatalkan penerbang dihujung landasan.

Perlu difahami bahawa 1MDB memenangi bidaan untuk membeli tanah ini dari Kerajaan kerana 1MDB setuju dengan pelbagai syarat ketat yang diletak oleh kerajaan.  Antaranya, 1MDB perlu membina 6 kem tentera baru dan 2 kem polis baru sebelum mula membangunkan Bandar Malaysia.  Keduanya, kesemua kos pemindahan ke kem baru akan ditanggung oleh 1MDB.  Ketiga, di Bandar Malaysia ini juga akan dibina 5000 unit rumah mampu milik. YTL sanggup ke?

8. Siapa  yang jual aset strategik tenaga seperti TNB dan sebagainya.
Jawapan :  Inilah masalahnya bila Prof Kangkung bersuara.  Bila pulak kita jual TNB.  Kalau tak faham tu bukankah lebih baik berdiam diri dari mendedahkan ketidakcerdikkan kita.  Yang 1MDB jual ialah aset penjana tenaganya, iaitu Edra Energy, bukan TNB brother.  Edra cuma bekal tenaga kepada TNB.  Edra hanya menjana 14% daripada keperluan tenaga negara.  Namun, disebabkan Edra membekalkan tenaga 1 sen lebih murah dari TNB dan 9 sen lebih murah dari 4 kroni Mahathir dulu, merasa juga kita menikmati penurunan tarif masa awal 2015.  Edra menjana pulangan 5 billion setahun tau, malangnya bila mereka hendak qsenaraikan Edra di BSKL, puak-puak kalian juga yang sabotaj.  Serang 1MDB bertubi-tubi sehingga Edra tidak dapat disenaraikan.  Maka melepaslah peluang untuk Edra meraih dana yang sepatutnya membolehkan Edra mempunyai modal pusingan yang kukuh.  Kalau kalian tidak sebotaj, tak perlulah 1MDB jual Edra. 1MDB berhutang kerana beli aset, maka untuk mengurangkan hutangnya, mereka juallah aset yang menyebabkan mereka berhutang.  Berhutang salah, jual aset untuk hapuskan hutangpun salah.  Tak salah kalau kroni Mahathir dapat manafaat hasil jualan tu agaknya.

9. Siapa yang jual proton dan lotus pada China.
Jawapan : Yang mula-mula jemput Geely untuk jadi rakan Strategik Proton dan Lotus tu siapa ya? Bukan ke Mahathir dan Syed Mokhtar yang telah mengundang? Sekarang nak pertikaikan pulak? Kalau ada benda betul yang Mahathir buat, bagi saya menjual 49.9% saham proton kepada Geely adalah satu darinya.  Apa guna kalau Proton 100% milik negara tapi pasaran negara Asean pun kita tak boleh tembus semua? Asyik nak mintak suntikan modal dari Kerajaan sahaja walaupun dah berbelas billion diberikan. Sedarkah kalian, penghujung tahun lalu jualan kereta semuanya naik mendadak, tapi jualan proton merosot.  Bukankah lebih baik memiliki hanya 50.1% yang nilainya berkali ganda lebih besar daripada 100% saham proton sekarang? Lihat sahaja apa yang telah berjaya Geely lakukan bila mereka mengambil-alih Volvo.  Dari sebuah syarikat yang bermasalah, kini Volvo mampu menjual 420,000 buah kenderaan sekarang dan menjelang 2020 mereka mensasarkan untuk menjual lebih 800,000 buah kenderaan setahun.

Dengan "networking" yang Geely ada dan pasaran hampir 1.4 billion penduduk China sekarang, sudah pasti jualan proton juga akan meningkat dengan mendadak.  Bila jualan meningkat, alat ganti juga akan dibuat dengan skala yang lebih besar.  Alat ganti akan menjadi murah dan kualiti proton juga sudah pasti akan lebih baik selepas mendapat rakan strategik yang juga merupakan pemilik kereta paling selamat didunia, Volvo.  Takdelah lagi orang gelar Proton sebagai kereta yang ada masalah "power window" dan "gear box" kena tukar dua kali setahun.

10. Siapa yang kutip GST dan guna untuk bayar hutang 1MDB.

Jawapan : Ini satu lagi fitnah yang tidak berasas.  Sehingga kini, modal yang kerajaan bagi untuk 1MDB untuk memulakan perniagaan hanyalah RM1 juta dan "standby credit" sebanyak RM 950 juta yang sudahpun 1MDB bayar balik selepas kejayaan proses Rasionalisasi 1MDB.  Bila pulak duit GST digunakan untuk bayar hutang 1MDB?  Apa yang pasti, nasib baik kita ada Perdana Menteri yang sanggup ambil keputusan tidak popular dengan meneruskan perlaksanaan GST.  Kalau dia takut dimaki, dihina dan takut hilang kuasa bila rakyat marah apabila GST dilaksanakan, cuba bayangkan apa akan jadi kepada negara bila kita hilang 35.9 billion hasil minyak 2016 berbanding 2014.  GST lah yang telah menyelamatkan kita ketika itu.  Pendapatan SST tahun 2014 cuma RM14 billion lebih. Tapi selepas laksana GST, kita berjaya kutip RM 42 billion 2016.

Nasib baik Najib berfikiran jauh. Masa beliau ambil alih jawatan Perdana Menteri 2009, kita bergantung 42% hasil negara melalui hasil petroleum.  Setelah perlaksanaan rasionalisasi subsidi dan usaha mempelbagai pendapatan negara termasuk perlaksanaan GST, kadar kebergantungan kita terhadap hasil petroleum cuma tinggal 14% sahaja tahun lepas.  Kalau otak Najib ni lembap macam Mahathir, bila harga minyak jatuh 2014, sudah pasti tahun 2015 lagi gaji kakitangan awam sudah dipotong 20% sepertimana berlaku di Brunei. Sudah pasti harga minyak dinaikkan sepertimana berlaku di Mesir, Jordan, Tunisia dan sehingga 40% di Saudi Arabia 2015. Namun, disebabkan kebijaksanaan Najib lah harga minyak di Malaysia mula diapungkan sejak 1 Disember 2014 yang mengakibatkan rakyat merasai penurunan harga minyak secara konsisten selama 2 tahun dari RM2.30 sen hingga Rm1.60 sen untuk seliter Ron95.   Kerana negara ini ditangan orang yang tahu menjaga ekonomi lah kita tidak perlu memotong gaji kakitangan awam tetapi sebaliknya menaikkan gaji kakitangan awam sebanyak 2 mata anaktangga pada tahun 2016.

          Tree Diversity and Community Composition of the Tutong White Sands, Brunei Darussalam: A Rare Tropical Heath Forest Ecosystem   
Bornean heath (Kerangas) forests are a unique and increasingly rare tropical forest ecosystem that remains little studied. We quantified tree floristic diversity in Kerangas forests in the Tutong White Sands, Brunei Darussalam, and investigated the influence of soil and environmental variables on community composition. Six 20 m × 20 m plots were established, where all trees of ≥5 cm diameter at breast height (DBH) were identified and measured to determine stem diameter and basal area. We determined pH, gravimetric water content, and concentrations of total nitrogen (N) and phosphorus (P) in topsoil, as well as litter depth and percentage canopy openness. A total of 296 trees were recorded, representing 78 species in 59 genera and 38 families. Stem diameter, basal area, species richness, and species diversity differed significantly among the six plots. The NMDS ordination revealed that differences in tree community compositions were significantly associated with total N concentrations and percentage canopy openness. Despite the small sampling area, we recorded several Bornean endemic tree species (16/78 tree species; 20.5%), including several IUCN Red List endangered and vulnerable species. Our results illustrate the potentially high conservation value of the Kerangas forests in the Tutong White Sands and highlight the urgent need to protect and conserve this area.

“Meski sebelum ini saya pernah mendirikan rumah tangga, namun raya tahun ini lebih excited berbanding sebelumnya. “Kalau bercerita mengenai persiapan pula, kami sekeluarga tidaklah terlalu beria-ia kerana lebih suka sederhana saja. Tapi rasa teruja tetaplah ada.

“Memandangkan saya mempunyai jenama pakaian sendiri, jadi ia membuatkan persiapan baju raya itu jadi lebih mudah,” katanya yang sambut raya di Kuala Lumpur tahun ini.

Nora ditemui di majlis Pelancaran Filem Alih Bahasa, The Secret Life of Pets di St.Regis, Bangsar baru-baru ini. Sambil berkongsi mengenai persiapan rayanya, bintang filem Bencinta dan Polis Evo itu juga sempat merakamkan rasa syukur kerana sepanjang Ramadan lalu, dia turut diberi kesempatan berniaga selain dapat bertemu mengisi masa bersama peminat.

“Alhamdulillah, kata orang bila berniaga pakaian ni, bulan puasa itulah yang paling meriah. Jadi kami para selebriti yang berniaga ini sokong di antara satu sama lain. Pada masa sama, saya juga ada berkesempatan untuk turun padang, misalnya di Brunei,” terang Nora yang turut memberi bayangan bahawa dia dan suami akan melakukan rumah terbuka bersempena Aidilfitri.

“Perancangan itu ada, tapi belum ditetapkan lagi bila. Cumanya saya bertuah kerana suami memang handal memasak dan ketikanya dia cuba masak menu baru yang dipelajari menerusi Google dan Youtube. Kawan-kawan pun ada yang minta untuk kami masak macam-macam jika kami lakukan rumah terbuka.

“Cuma kalau dia suka memasak, saya pula lebih gemar untuk melakukan kerja rumah. Bila kemas rumah ni, ia semacam satu terapi untuk diri,” terang Nora yang bakal muncul menerusi dua buah filem tahun ini. Dua filem berkenaan ialah Makrifat Cinta dan sebuah filem usaha sama Indonesia berjudul Bukan Cinta Malaikat. “Cuma itulah, bila tengok kawan-kawan berlakon drama, rindu nak berlakon drama tu muncul balik. Bukan tidak mahu berlakon drama, tapi sekarang ia tersekat atas faktor masa dan komitmen.

“Namun andai ia kena dengan timing dan naskhahnya bagus, sudah tentu saya tidak teragak-agak untuk terima,” akui Nora yang kali terakhir beraksi di dalam drama berepisod, Ariana Mikhail lebih enam tahun lalu.

KUALA LUMPUR, ISNIN 07 Julai, 2014: Pesawat AirAsia AK278 tergelincir dari landasan selepas mendarat di Lapangan Terbang Antarabangsa Bandar Seri Begawan di sini, petang ini.

Menurut AirAsia, semua 102 penumpang dan tujuh krew yang menaiki pesawat dari Kuala Lumpur ke Brunei itu dilaporkan selamat.

KUALA LUMPUR, ISNIN 07 Julai, 2014: Diplomat Malaysia yang didakwa melakukan pecah rumah dan serangan seksual ke atas seorang wanita sewaktu bertugas di pejabat Suruhanjaya Tinggi Malaysia di New Zealand akan dihantar semula ke negara tersebut dalam masa terdekat.

Timbalan Menteri Pertahanan, Datuk Abdul Rahim Bakri berkata, buat masa ini pejabat Peguam Negara Malaysia dan New Zealand masih lagi dalam peringkat perbincangan mengenai penghantaran diplomat berkenaan.

"Diplomat ini masih lagi memegang jawatan beliau. Dia tidak bersalah sehinggalah dibuktikan sebaliknya dan biarlah mahkamah yang menentukan. Tarikh bila beliau akan dihantar masih belum ditentukan lagi tetapi ia akan dilakukan dalam masa terdekat," katanya.

Beliau memberitahu demikian kepada pemberita selepas majlis penyerahan sumbangan bungkusan Hari Raya kepada kontinjen Malbatt 850-1 ke Lebanon di sini hari ini. Yang turut hadir, Panglima Angkatan Tentera (PAT), Jeneral Tan Sri Zulkifeli Mohd. Zain.

Pasukan Malbatt mengandungi 850 anggota dan turut disertai oleh Anggota Bersenjata Brunei Darussalam (ABBD) seramai 26 orang.
